Introduction

Maryland Public Television, which is commonly known by its familiar name "MPT", is a public television service that broadcasts throughout the entire state of Maryland as well as into the District of Columbia and parts of Delaware, Pennsylvania, Virginia, and West Virginia. MPT is a member of the Public Broadcasting Service (PBS) and produces local and national programming content. In addition, it also serves other Maryland State agencies by providing training material, advertising services and educational content to schools.

Main Purpose of Job

Maryland State Ad Agency (MSAA) is looking for a contractual Managing Director to provide leadership and to help grow an advertising operation that functions independently as a division of Maryland Public Television. MSAA serves more than 15 agencies serving agencies within the state of Maryland with the public service announcements and other communication needs. Services provided by MSAA include client and campaign assessment, contracting with the clients, media planning, buying, executive producing creative elements / spots, overseeing trafficking, financial tracking, reporting and post campaign analysis.

POSITION DUTIES

  • Overall responsibilities include updating and maintaining the business plan, setting division goals, monitoring expenses, identifying / using software tools, keeping abreast of industry trends, managing business affairs, hiring/ managing staff, marketing the agency, overseeing all operations, including media, planning, placement timelines, buying, creative services, trafficking, reporting and client services.
  • Collaborate with clients and MSAA advertising staff to establish project objectives, delegate tasks, directs research, and evaluate projects to ensure they meet or exceed the client’s expectations.
  • Cross manage / direct staff members from other MPT divisions as well as outside vendors / artists, clients, and subcontractors, to establish and meet goals, budgets and timelines.
  • Focused on raising awareness and building interest in the products and services MSAA represents and provides.
  • Will advise management on strategic issues facing the industry and MSAA, build relationships with external vendors and ensure established operating margins.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in advertising, marketing or a related field.
Experience: A minimum of seven (7) years of experience in a relevant field, or related experience.

Note: Experience may be substituted on a year-for-year basis for the required education.

  • Masters degree in advertising, marketing, or a related field

  • Excellent management, negotiation, listening, and verbal and written communication skills 
  • Strong writing and communications skills 
  • Decisive and strong problem-solving skills, especially under pressure
  • Ability to develop and maintain strong working relationships under deadlines 
  • Solid sales and presentations skills

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
