Main Purpose of Job

The Maryland Health Services Cost Review Commission (HSCRC) seeks a Deputy Director to lead the HSCRC’s value-based reimbursement programs and support the agency’s program and policy development under the State’s Total Cost of Care Model (the TCOC Model). The HSCRC is the State agency responsible for regulating the quality and cost of hospital services in order to ensure all Marylanders have access to high quality healthcare services. The HSCRC also leads the State’s efforts under the TCOC Model. The TCOC model is a unique arrangement with the Center for Medicare & Medicaid Services (CMS) whereby Maryland seeks to progressively transform care delivery across the health care system with the objective of improving health and quality of care. The TCOC Model is an innovative approach that tests potential future changes to national health care delivery and health payment policies. This position requires strong analytical, leadership, management, and decision-making skills.

This position will:
  • Develop and manage programs to support care transformation in the state of Maryland, including the State's Episode Quality Improvement and Care Transformation Initiative value-based programs.   
  • Represent the agency in discussions of these programs with hospitals, physicians and other stakeholders. 
  • Develop policy framework and program tracks and protocols, in conjunction with CMS and other stakeholders with a particular focus on policies to promote investments in population health in the State. 
  • Work with HSCRC Staff in developing, implementing, updating, and amending payment methodologies designed to reduce per capita costs, and increase quality of care.  
  • Design, conduct, evaluate, and report results of analytical studies related to innovative population-based payment system matters and other key health policy issues related to TCOC Model.

MINIMUM QUALIFICATIONS

The Deputy Director for Payment Reform and Innovation will operate within the HSRC’s multidisciplinary team, therefore a specific background is not required.  Instead, the candidate should possess a strong background in the fundamentals of healthcare along with Master’s level education and/or relevant expertise in one or more of the following areas:

  • Health policy, public health or similar field, experience with value-based program design and/or CMMI programs and policy is a particular plus.
  • Health economics, health finance or similar field, experience with value-based program design and evaluation is a particular plus.
  • Care delivery and care delivery management, experience in outcomes evaluation, quality measurement and/or care delivery transformation is a particular plus.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate should have strong leadership, negotiating, analytical and quantitative capabilities to actively oversee and direct the functions of the Commission. The preferred candidate should be able to effectively communicate and interact with Commissioners, industry representatives, policy makers, and the public. Lastly, the preferred candidate should have  Strong writing and public speaking capabilities, and have experience with per capita costs and payment models.
