Introduction

The Maryland Department of Emergency Management (MDEM) is looking for a diligent, detail-oriented individual who is excited about making Maryland a safer place to live and work.

MDEM’s mission is to proactively reduce disaster risks and reliably, and manage consequences through collaborative work with Maryland’s communities and partners. MDEM is the Department of State government with the primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery. MDEM is a national leader in Emergency Management that provides Maryland residents, organizations, and emergency management partners with expert information, programmatic activities, and leadership in the delivery of financial, technical, and physical resources “to shape a resilient Maryland where communities thrive.” We do this by being Maryland's designated source of official risk reduction and consequence management information.

NOTE: This position operates within an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis. This may involve working 12-hour shifts and extended periods of time in support of 24-hour consequence management activities.

Main Purpose of Job

This position reports to the Deputy Executive Director within the Executive Office. This position will serve as the Department’s chief resilience officer, an executive service position on MDEM’s senior leadership team. The chief resilience officer is responsible for coordinating state and local efforts to build resilience to the risks identified in the Maryland State Hazard Mitigation Plan. This includes facilitation across all directorates and units of the department, coordination with and between sister state departments, and support to and work with local jurisdictions across the State of Maryland.

The duties and responsibilities of the chief resilience officer include, but are not limited to:
  • Coordinating state and local efforts to build resilience to risks identified in the Maryland State Hazard Mitigation Plan,
  • Developing a state resilience strategy and assisting local agencies in their efforts to prepare and implement strategies,
  • Coordinating across state and local agencies to prepare and implement resilience strategies,
  • Identifying, securing, and assisting in accessing Federal, state, and private funding streams and technical assistance that can be used to support resilience efforts,
  • Working with business leaders from industries to identify best practices for preparing for, mitigating, and responding to risks,
  • Ensuring that investments prioritize underserved communities and high-risk communities and support environmental justice,
  • Conveying policy and concepts to technical and non-technical managers, project partners, and other germane parties with demonstrated clarity, logic, conciseness, and persuasiveness, and
  • Performing qualitative analysis methods and advanced program analysis techniques, concepts, and practices.

MINIMUM QUALIFICATIONS

Education: A bachelor’s and/or master’s Degree from an accredited college or university in Risk Management, Planning, Political Science, Emergency Management, Homeland Security, Public Administration or a related field

SELECTIVE QUALIFICATIONS

Experience:

Five years of experience in end-to-end program design, delivery, and evaluation for one or more major policy or program initiatives

Three years of experience in the development, planning and delivery of strategy, policy and programs in resilience, hazard mitigation, disaster recovery, community planning or related fields

One year of experience developing organizational or program strategy

One year of experience developing public policy and working with policymakers, executives, or legislators

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
