Main Purpose of Job

DHS is seeking a strong administrator with extensive leadership experience with social services programs to serve as the Executive Director of the Family Investment Administration (FIA). 

The position, based in Baltimore City, leads a central office staff of more than 250 individuals and develops and manages a $2.9 billion operating budget. This position is the principal advisor to DHS’s Secretary and Deputy Secretaries on all economic programs. The Executive Director of FIA provides cooperative leadership on all policies, legislation, regulations, and initiatives related to Family Investment Administration programs. This position oversees a wide range of programs throughout the state, including Temporary Assistance to Needy Families, the Supplemental Nutrition Assistance Program, Energy Assistance, Temporary Disability Assistance, Maryland Office for Refugees and Asylees (MORA) , Emergency Food Assistance, Homeless Programs and works in close partnership with State’s Medicaid agency in the determination of eligibility provided through 24 Local Departments of Social Services across Maryland.

MINIMUM QUALIFICATIONS

Applicants must have a bachelor’s degree and a minimum of five (5) years of executive level experience in the administration of human service programs.

The ideal candidate will possess the following:
  • Extensive leadership experience with human service programs which includes responsibility for fund and budget administration, program planning, implementation, and administration.
  • Experience and knowledge working collaboratively with community stakeholders and federal agencies.
  • Strong leadership and management skills, strong communication skills, ability to implement change, motivate staff, and build and maintain relationships with federal, state, and local partners.

·       Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).

·       Annual Leave - ten (10) days of accumulated annual leave per year.

·       Sick Leave - fifteen (15) days of accumulated sick leave per year.  

·       Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

·       Holidays - State employees also celebrate at least twelve (12) holidays per year.  

·       Pension - State employees earn credit towards a retirement pension.

·       Positions may be eligible for telework.
