Salary Range: $135,000 - $170,000 (depending on experience and qualifications)
Primary office location: 301 W. Preston Street, Baltimore, MD
This is an Executive Service position and serves at the pleasure of the Appointing Authority (“at-will”).

The Maryland Department of General Services (DGS) supports State and local government agencies, as well as local non-profit organizations and the citizens of Maryland, by providing facilities management, real estate and surplus property services, as well as security and law enforcement for State buildings. DGS is also responsible for a full spectrum of facilities engineering, design and construction services, almost $1 billion in annual contract administration, and overseeing the State procurement process.

Main Purpose of Job

The Maryland Department of General Services (DGS) is looking to hire a talented and experienced leader to fill an Assistant Secretary position on the executive leadership team.  The Assistant Secretary for Business Enterprise Administration (BEA) is responsible for planning, organizing, directing and overseeing policies, objectives and activities for the offices under BEA.  These offices include the Capital Grants Office, Surplus Property Division, Inventory Standards & Support Services Division (ISSSD), Fuel & Fleet Management , Information Technology Services, and Mailroom Operations.

Duties include but are not limited to:
Provide strategic advice and professional assistance and recommendations on agency-wide issues to the Office of the Secretary that enhance the development and implementation of DGS’ overall mission and goals.
Develop/modify policies and procedures for various projects and operations under BEA.
Analyze operations to evaluate performance of BEA programs and staff in meeting objectives; determine areas of potential cost reduction, program improvement, and policy changes. 
Interact and consult with government officials, boards, commissions and legislative bodies as a representative for DGS. 
Direct BEA personnel related activities including the approval of human resource plans or activities, the selection of managers and other staff, and the organization of each office.
Review and approve capital grant authorizations.
Supervision and Leadership: Provide guidance and leadership to BEA managers and staff. Prepare performance appraisals and mediate and address disciplinary issues, and ensure vacant positions are filled in a timely manner. Provide leadership and training opportunities for growth and development of staff. 
Fiscal Administration: Responsible for oversight and implementation of BEA’s fiscal year budget for all subprograms, as well as budget requests for the new fiscal year.

DESIRED OR PREFERRED QUALIFICATIONS

Eight (8) years of full-time progressive operations experience in a senior management or leadership role, with experience developing strategic plans and implementing policies and procedures.
Master’s degree in a related field from an accredited college or university is preferred.
Experience managing and overseeing organizational change management within a large organization.
Experience in analyzing business operations and workflows and creating efficiencies and improved operations.
Ability to work independently in a very fast paced environment is critical.
Experience leading teams overseeing diverse project portfolios.
Excellent project management skills and strong analytical skills, including the ability to decipher needs and insights from data.
Exceptional written and verbal communication skills for interacting with executive and senior leadership, agency management, staff, and government officials.
Experience creating and implementing policies and procedures to guide the organization in processes that are efficient and appropriate to the tasks and goals involved.
