Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources, Natural Resources Police. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

Responsible for the direction and coordination of the Patrol law enforcement functions for the entire State. 

POSITION DUTIES

The Maryland Department of Natural Resources, Natural Resources Police, is accepting applications for a Natural Resources Police Major. The incumbent would be responsible for:
  • Developing and implementing statewide policies, procedures and strategies pertaining to uniformed police operations.
  • Oversee and direct uniformed patrol work within the community to identify issues and solve problems based on the “Problem-Oriented Policing” model.
  • Deploying effective uniformed police patrols based on strategic plans, initiatives, needs of the public and stakeholders, and the priorities of the Superintendent and/or Secretary of DNR.
  • Analyzing, evaluating, and quantitatively reporting the effectiveness of patrols, making necessary adjustments to achieve the agency's mission.
  • Collaborating with other members of the agency and department to address issues and solve problems.
  • Conducting regular technical meetings with allied agencies and senior level staff meetings with Bureau/Divisional Commanders in order to direct and coordinate NRP uniformed patrol operations.
  • Serving as the secondary administrative hearing officer for hearing boards as part of the disciplinary process.
  • Leading by example with a servant leader mindset and expecting the same standard from the officers under their command.
  • Overseeing NRP uniformed patrol and related public safety programs and initiatives within the Department according to importance, effectiveness and budgetary restraints.
  • Serving on committees and representing the Agency and/or Superintendent as directed by Deputy Superintendent of NRP and/or Secretary of DNR (i.e., Grievance Hearings, Wildlife Advisory Board, etc.)
  • Preparing legislative bills and testimony as required.
  • Performing any other duties or responsibilities as directed.

MINIMUM QUALIFICATIONS

Experience: Seven (7) years of professional experience in law enforcement, with a minimum of three (3) years of said experience being at the rank of Captain or equivalent.

SELECTIVE QUALIFICATIONS

To qualify, candidates must meet the minimum qualifications and selective qualifications.

Candidates must have a valid driver's license, with a good driving record. Driving record will be verified to confirm eligibility for hire, during the background check process.

DESIRED OR PREFERRED QUALIFICATIONS

  • Strong leadership and management skills with the ability to effectively lead and motivate a diverse team of law enforcement personnel.
  • Excellent communication and interpersonal skills to interact with diverse stakeholders, including other law enforcement agencies, government officials and the public.
  • Sound judgment and decision-making abilities in high pressure situations.
  • Ability to develop and implement law enforcement policies and procedures.
  • Proficiency in using technology and law enforcement databases.
  • Thorough knowledge of Maryland state laws, regulations and procedures related to law enforcement and natural resources protection.
  • Understanding of conservation and environmental issues relevant to natural resources policing.
  • A bachelor’s degree from an accredited college or university in Criminal Justice, Law Enforcement, Public Administration, or related field of study

LIMITATIONS ON SELECTION

  1. This position is only open to current Natural Resources Police Officers who meet the minimum qualifications. 
  2. Only candidates that successfully complete a background check will be eligible for hire

SPECIAL REQUIREMENTS

  • Must meet the physical fitness standards required for law enforcement officers, including passing a physical fitness test.
  • Ability to work in various outdoor environments and adverse weather conditions.
  • Willingness to work irregular hours, including nights, weekends and holidays.
