Main Purpose of Job
POSITION DUTIES
- Provides direct administrative and clinical supervision to the Adult Services staff and is responsible for all day-to-day operations of the Adult Services programs.
- Assigns cases and manages staff resources to ensure caseloads are balanced and that services and resources are provided to children and families and vulnerable adults according to policy and regulation.
- Coordinates and attends the Adult Public Guardianship Review Board meeting with the County Office on Aging & Independence and various parties.
- Performs personnel functions including determining IFPS and Adult Services staff needs and offers recommendations to address those needs, provides coaching and training to staff, interviews prospective employees as part of a panel of interviewers, makes hiring recommendations, monitors leave usage as well as compensatory time/ove1time/leave accruals, and evaluates/corrects employee performance following Human Resources policies and State Personnel regulations.
- Interprets and utilizes policy, regulations, and State and federal law to guide the IFPS and Adult Services programs to ensure the safety, permanency and well-being of children, families and vulnerable adults.
- Performs administrative support functions such as completing reports and data collection/analysis to monitor and continually improve program performance.
- Develops spending plans for IFPS and Adult Services according to guidelines and tracks expenditures.
- Provides fiscal oversight by monitoring the utilization of funds including gift cards and the requisition of resources for IFPS and Adult Services to ensure purchases are made from the correct allocations and within State guidelines.
- Provides consultation on Adult Services cases to other Supervisors/Administrators and After-Hours workers as needed for the agency's After-Hours Response program.
MINIMUM QUALIFICATIONS
Education: A Master’s degree in social work from an accredited college or university approved by the Council on Social Work Education.
Experience: Seven years of professional experience in a social work capacity in a public or private agency or institution, five years must have been in an administrative supervisory or consultative capacity.

1. These requirements are established by the Social Services Administration by authority provided in Human Services Article 4-204 of the Annotated Code of Maryland and the Maryland Department of Budget and Management, Office of Personnel Services and Benefits, does not have authority to accept substitutions or equivalents.
2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Social Work classifications or Social Work specialty codes in the Social Science, Psychology, and Welfare field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Candidates for positions in this classification must be licensed by the Maryland Board of Social Work Examiners.
2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operator’s license valid in the State of Maryland.
