POSITION DUTIES

This position provides direction to the Howard County Local Health Improvement Coalition (LHIC) and supports Howard County Health Department (HCHD) APC Bureau in coordination with LHIC leadership, APC Director/Deputy Director and Health Promotion Director. This work includes direction and planning of LHIC and APC activities; supervision of staff supporting project planning; coordination and implementation for LHIC and Health Promotion public education and outreach activities. This position oversees up to $1.5 million dollars in grants and contracts.

Required to respond to public health emergencies and to be part of an inclement weather essential personnel rotation. Program activities will necessitate evening and weekend hours on occasion. Therefore, the employee must work with the Supervisor to adjust the weekly schedule when necessary to attend the community events. 

This position is eligible to hybrid telework.

55% Program Direction and Coordination
Maintains liaison and cooperative relationships with Statewide agencies, community organizations, and other internal and external partners providing health-related services to the Howard County population;

Makes recommendations for the maximum utilization of existing services as well as for additional or expanded activities and strategies related to APC/HCHD/LHIC specific programs and strategic plan objectives;

Coordinates community health planning committees that plan, implement, and evaluate all aspects of specified APC/HCHD/LHIC programs and establish organized meetings and events with clearly defined goals, objectives and action items to facilitate implementation of identified actions/deliverables;

Develops procedures for improved services, coordination and expansion of existing services and development of new services supporting evidence-based strategies to reduce barriers in accessing wellness or disease prevention programs, including, but not limited to, programs related to chronic disease prevention, and other APC/HCHD/LHIC shared priority areas;

Develops, maintains, implements and monitors policies and standards for Coalition activities and implementation of Coalition activities and implementation of evidence-based processes to strengthen LHIC membership, participation and engagement with LHIC initiatives and outcomes;

Prepares, maintains and submits budget and reports in accordance with the deadlines;

Utilizes and maintains multiple communication strategies (website, social media, LHIC Digest, Action Alerts, etc.) to monitor member engagement and facilitate coordinated communication around LHIC/HCHD/APC priorities.

Develops and provides presentations and represents APC/HCHD/LHIC initiatives within community partner programs and outreach to the general public in coordination with Supervisor, LHIC, and other Bureaus

35% Supervision
Supervises Coordinator of Special Programs positions supporting the LHIC/APC programs;

Conducts programmatic oversight, as well as, system improvement strategies as needed; Submits programmatic data monthly to Bureau Director/Deputy Director and others as required by due dates;

Responsible for planning and organization of special projects, attending internal/external meetings, and conducting internal/external presentations;

Conducts and documents weekly supervision with staff under direct supervision per Bureau policies and procedures;

Assigns duties, evaluates staff performance, signs/approves timesheets and leave requests of staff under direct supervision;

Recommends new hires and provides and/or recommends training to new staff under direct supervision.

10% Other
Performs other related duties as assigned, including but not limited to:
  • Accepts responsibility for special projects and performs other duties as assigned.
  • Participates in appropriate professional education and training for roles and responsibilities of work assignments, as requested or approved by Supervisor;
  • Communicates professionally with Supervisor, HCHD co-workers, MDH staff, and other partners and community agencies;
  • Complies with HCHD/MDH policies and procedures;
  • Participates n Emergency Preparedness trainings, exercises or actual emergencies;
  • Serves on affiliated HCHD committees as assigned.

MINIMUM QUALIFICATIONS

Education:   A Master’s degree from an accredited college or university in Public Health Education, Community Health Education or Health Science.

Experience: Two years of experience planning, developing, implementing, promoting and evaluating health education projects, including one year of experience managing community health education projects.

Notes: 

1. Candidates may substitute a Doctorate degree from an accredited college or university in Public Health Education, Community Health Education, Health Science, Public Health Policy or related behavioral science and one year of experience managing community health education projects for the required education and experience.

2. Candidates may substitute a Bachelor’s degree from an accredited college or university in Public Health Education, Community Health Education or Health Science and three years of experience planning, developing, implementing, promoting and evaluating health education projects, including one year of experience managing community health education projects for the required education and experience.

3. Candidates may substitute a Bachelor’s degree from an accredited college or university with a minimum of 18 credit hours in Public Health Education, Community Health Education, Health Science or related behavioral science and four years of experience planning, developing, implementing, promoting and evaluating health education projects, including one year of experience managing community health education projects for the required education and experience.

4. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Health Educator and Community Health classifications or Health Educator and Community Health specialty codes in the Public Health field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Desires qualifications:
  • Master's degree in Public Health with Certified Health Education Specialist (CHES) Certification
  • Direct experience cultivating community partnerships through coalitions and/or committees 
  • Experience planning, implementing and evaluating public health interventions using data to guide efforts 
  • Experience supervising staff 
  • Experience in presenting presentations and facilitating meetings
  • Experience in Strategic Plan Development, Implementation and Grant Management

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
