POSITION DUTIES

The Local Overdose Fatality Review Team (LOFRT) Coordinator will provide support to a multidisciplinary team in their efforts to critically analyze individual cases of fatal and non-fatal drug overdose in Howard County. Teams are given authority to access and analyze data from multiple sources to better understand factors and circumstances involved in overdose deaths and provide timely feedback to improve overdose prevention efforts. The LOFRT Coordinator will be responsible for planning, implementing, and evaluating recommendations from the team including preventable risk factors, programmatic needs, promotion strategies, harm reduction strategies and interventions, policy, subcommittee meeting needs, and enhanced interagency collaboration. Fiscal responsibilities include budget oversight and recommendations of the $60,000 grant to the program manager. The incumbent may engage stakeholders including County and Regional committees, officials, Opioid Prevention Team (OPT), Local Drug and Alcohol Abuse Council (LDAAC) representation, education, human services, law enforcement, treatment providers, and the Howard County community. The LOFRT Coordinator will utilize a variety of data sources, Team meetings including subcommittees, and materials to identify county specific rates, trends, resources, cultural and linguistic needs, and gaps in services, and to help develop a work plan that identifies key action steps needed to implement and monitor LOFRT recommendations. The LOFRT Coordinator is responsible for documenting and tracking OFR case level data, utilizing the OFR Toolkit, OFR Data Systems and dashboard, and fulfilling job functions and assignments per grant requirements and following the OFR national guidelines and best practices.

This position is eligible to hybrid telework.

15% Coordinate and expand upon the existing Opioid Fatality Review Team

15% Review data and develop policies to further support local needs; utilize evaluation data; address expansion/sustaining needs and linking cultural responsiveness

25% Engage partners and stakeholders by acquiring information from various sources and agencies and increasing their understanding of the impact of the opioid epidemic on the community

25% Monitor, assess and implement recommendations - to inform previous/future recommendations

5% Trainings/conferences and seminars

5% Attends bi-weekly Team Meetings and meets with supervisor as needed

5% Participates on the Opioid Restitution Fund (ORF) workgroup and outreach efforts.

5% Performs other related duties as assigned

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of professional experience in assisting in the coordination of a health-related program(s) or referring people to governmental and private resources.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university on a year-for-year basis for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health-related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Desired qualifications:
  • Bilingual
  • Experience with assessing and monitoring unmet needs in the community to improve outreach, prevention and response efforts.
  • Experience in collaborating with groups or stakeholders/internal partners.
  • Extensive experience and knowledge using Microsoft Word, Excel, PowerPoint and Outlook.
  • Willingness to participate in outreach activities on evenings/weekends.
