Main Purpose of Job
POSITION DUTIES
Performs Analysis
Performs analyses on proposed rates, tariff language,
industry structure and other topics as needed. Results are presented verbally
or as memoranda, bucksheet writeups, reports or testimony.
Work products may support other Division activities as
assigned. Work products may be filed with the Commission. All work products
should be adequately supported by data and analysis. Responsibility for
testimony requires the employee to serve as an expert witness, to be cross-
examined, and to assist Staff attorneys in settlement discussions, hearing
preparation, briefing and other aspects of litigation.
Performs in Bucksheet Program
Prepares bucksheet recommendations (e.g., utility filings,
tariffs, applications for operating authority, other matters requiring
Commission attention), in order to ensure that time
commitments are achieved, high productivity and quality are
maintained, by using division tools, and by tracking work content and errors.
Advises on Policy
Plans and develops economic and policy related analyses and
responds to inquiries by the Commission, other divisions, and the outside
public to ensure that these groups have sound technical and policy advice by
conducting studies, writing and presenting testimony, writing advisory
memoranda, letters, and cross examination questions as required.
Serves as a Commission advisor as required.
Depending on the Commission's need for policy advice during
the performance evaluation cycle, bucksheet program duties may be increased or
decreased by substitution.
Working Groups:
Participates in or supports other division members'
participation in working groups that may include other Staff members and
representatives of utilities and other parties on matters related to energy
competition, tariff provisions, utility restructuring and other subjects.
Monitors Regulatory Events
Monitors changes in the in the regulatory environment to
ensure that the Commission is informed of policies which may affect the State
by reading periodicals, regulatory rulings, and attending conferences,
Performs Miscellaneous Duties
Supports the director by performing miscellaneous duties as
required to ensure that the division is managed in an efficient, high quality
and courteous manner. These duties include, but are not limited to, responding
to inquiries from consultants and providers, responding to surveys from
industry groups and working on complaint resolutions.
MINIMUM QUALIFICATIONS
Experience: Four years of experience performing utility, energy policy, economic or econometrically-based analysis.
Notes:
1. Candidates may substitute the possession of a Bachelor's degree in Economics, Engineering, Business, Finance, Accounting, Statistics or Mathematics from an accredited college or university for the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in accounting classification or accounting specialty codes in the accounting and budget group field of work on a year-for-year basis for the required experience.
