Main Purpose of Job
The Environmental Program Manager I is responsible for
managing and overseeing the functions of the Lead Accreditation and Oversight
Division of the Lead Poisoning Prevention Program. This division is responsible
for the enforcement of the provisions pursuant to The Environment Article Title
6, Subtitle 10 and all associated regulations including:
- COMAR 26.16.02 "Reduction of Lead Risk in Housing"
- COMAR 26.16.01 "Accreditation and Training for Lead Paint Abatement Services"
- COMAR 26.16.05 "Accreditation Protocol Regulations"
- COMAR
26.02.07 "Procedures for Abating Lead Containing Substances from
Buildings"
During the 2012 Maryland Legislative Session, HB 644 was passed to further reduce the incidence of childhood lead poisoning. HB 644 was a multi component bill. One of the components amends the Environmental Article Title 6, Subtitle 10, Accreditation of Lead Paint Abatement Services, to expand the definition of abatement to include renovation, repair, and painting (RRP) of leaded surfaces in a residential, public or commercial building built before 1978. It also gives the Department the authority to adopt regulations to carry out the provisions, including the accreditation of lead paint contractors and inspectors. This became effective on June 1, 2012. The potential impact would affect MDE in two significant ways. One way would be the number of currently accredited lead paint service providers and the universe of properties it regulates, and the second way would include the regulated community assigned to the Lead Compliance and Accreditation Division to include owners, lead paint abatement service providers, and inspectors and contractors.
The incumbent in this position will be required to drive a State vehicle. If you maintain an out-of-state driving license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an
accredited college or university including 30 credit hours in engineering or
the biological, environmental or physical sciences.
Experience: Three years of experience supervising a
professional staff or as a project supervisor in the General field of work.
Notes:
1. Candidates may substitute additional experience in
engineering, public administration or law as related to environmental health on
a year-for-year basis for the required education.
2. Applicants may substitute registration as an
Environmental Sanitarian or as a Professional Engineer for the required
education.
3. Applicants may substitute one additional year of
experience in engineering, public administration or law related to
environmental health for the 30 credit hours of required education.
4. Candidates may substitute U.S. Armed Forces
military service experience at a rank of Corporal/Petty Officer or higher
as a commissioned officer in Environmental Engineering and
Natural Resources classifications or Environmental Engineering
and Natural Resources specialty codes in the Engineering, Natural
Resources and Science field of work on a year-for-year basis for the
required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the selected candidate for the
Environmental Program Manager position has the following:
- Experience supervising or leading an environmental staff or project.
- Experience overseeing regulatory compliance and enforcement work or cases.
- Experience in lead poisoning compliance and enforcement activities.
- Experience working with the Office of the Attorney General.
- Experience in accreditation of lead inspectors, training of lead poisoning inspectors, monitoring lead abatement projects and issuing lead-free certificates.
- Experience with EPA's grant reporting and data programs including, TSCA and Compliance History Online (ECHO).
- Attention to detail and highly effective organization skills including the ability to manage diverse staff (technical/administrative).
- Proficiency in the use of various computer software applications such as Windows (Word, Excel, Power Point) and Google applications.
- Strong problem-solving skills.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days
