Introduction

This is a contractual, position specific recruitment for the Maryland Department of Natural Resources, Wildlife and Heritage. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

This position is responsible for conducting basic Wildlife Response activities in the assigned counties. In that role, this position administers deer management permits, performs wildlife surveys, helps capture wildlife, responds to wildlife emergencies, performs outreach activities, assists with habitat management projects, maintenance/repair of facilities/equipment, and monitoring public use on Wildlife Management Areas, other DNR owned or controlled properties, and certain other properties in the Region for the purpose of wildlife conservation/protection and public recreation. This position also assists with administering the permit and reservation system at the Gwynnbrook WMA Office.

The position’s purpose is to be responsive to the public’s need for resolution of wildlife problems, assess wildlife population status via monitoring surveys, assist with research projects, improve public understanding of wildlife conservation issues via outreach efforts, and assist the Land Management staff as available. Responsibilities will involve firearm and immobilization equipment use, wildlife emergency resolution, timely survey completion, permit use tracking and regular public interaction. The position works closely with other, more experienced Natural Resource Technicians, Managers, and Biologists. 

This position requires knowledge of land management practices, farming equipment maintenance/repair/use, basic wildlife species identification, wetland management protocols, vehicle maintenance/repair/use, and the application of standard wildlife management techniques, while giving consideration to existing policies and regulations.

POSITION DUTIES

To conduct Wildlife Response activities in the Central Region. The position is also responsible for the implementation of educational initiatives, technical assistance programs, emergency wildlife response and wildlife monitoring surveys, as well as assisting with land management work and the administration of the hunting reservation system.

This position is responsible for the appropriate use and control of firearms; the appropriate use and control of immobilization drugs/guns; response/resolution of wildlife emergencies on a 24-hour a day basis; investigation/resolution of wildlife disease outbreaks; completing scheduled wildlife surveys; capturing/handling wildlife; response/resolution of animal damage complaints; conducting/assisting with outreach events and providing information to the public.

Specific duties for this position will include:
  • Conducting basic Wildlife Response activities in the assigned counties. Including responding to wildlife emergencies and mitigating the situation in accordance with Department policies and protocols, including capturing wildlife via approved techniques.
  • Administering the Department’s deer management permit system.  
  • Assists with habitat management projects, maintenance/repair of facilities/equipment, and monitoring public use on Wildlife Management Areas and other DNR owned or controlled properties for the purpose of wildlife conservation/protection and public recreation.   
  • Assisting with the operation of the Managed Hunt Program located at the Gwynnbrook WMA Office, processing hunting reservations, and answering public inquiries regarding wildlife, and hunting and trapping regulations.  
  • Assisting with public outreach activities.

MINIMUM QUALIFICATIONS

Experience: Four years of experience, two years of experience in technical biological work in the field of natural resources management and an additional two years of experience performing technical biological work in the field of forestry, arboriculture, wildlife, aquaculture, natural resources management, or fisheries.

Notes:

1. Candidates may substitute the completion of 60 credit hours from an accredited college or university, 18 credit hours must be in biology, biochemistry, environmental science, technology, arboriculture, aquaculture, natural science, natural resources management, botany, marine biology, marine ecology, physical oceanography, ichthyology, fisheries management, wildlife management, zoology, or a natural resources management related field of study and two years of experience in technical biological work in the field of natural resources management for the required experience.

2. Candidates may substitute additional education beyond the 60 credit hours from an accredited college or university in a natural resources related field of study on a year-for-year basis for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in the natural resources management and biological sciences classifications or natural resources management and biological sciences specialty codes in the biological science technician field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience with firearms.
  • Wildlife conflict resolution experience.
  • Experience with customer service relating to natural resources management.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of an automobile or other motor vehicle. Employees assigned such duties will be required to possess the appropriate operator's license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
