POSITION DUTIES

This position is responsible to instruct/facilitate and design curriculum for Parole & Probation Entry-Level Training within the Police and Correctional Training Commissions (MPCTC), Correctional Training Unit in order to ensure compliance with standards established by MPCTC or other regulatory agency having jurisdiction. The incumbent will also supervise academy students as a mentor and coach to resolve any logistical or programmatic issues. Ensure all curricula is disseminated in a professional manner adhering to adult based learning principles. The incumbent is the first supervisory contact with all newly hired Parole & Probation agents/monitors, therefore, must always exhibit professionalism, both within and outside the classroom setting.

Assess, design, develop, implement and evaluate in-service and entrance level instructional programs in order to provide evidence based quality training to agency personnel. All programs must remain compliant with Parole and Probation and MPCTC standards.

Maintain and instruct all curriculum and practical training within full compliance with relevant standards established by the MPCTC.

Make recommendations on equipment and material needs for safe and effective delivery of in-service and entrance-level academy training. The incumbent shall also assist the in-service and academy students to resolve
any logistical or programmatic issues as they arise.

Analyze and assess performance issues or needs in order to determine if training methodology is appropriate after consulting with administrators, managers, supervisors, and employee.

Recruit, train, supervise, and evaluate adjunct trainers by observing and assessing classroom instruction and demeanor in order to maintain MPCTC certifications.

Assist in training of mentors of entry-level program recruits in order to prepare them for their positions as mentors during the academy and for the first year of their mentee being a new agent.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited four year college or university, with 30 semester credit hours in the social, behavioral, or correctional sciences.

Experience: Four years of experience supervising persons on parole or probation, or investigating parole and/or probation matters, or administrative experience in parole and probation programs, or training parole and probation agents.

Notes:

1. Candidates may substitute one year of specialized experience counseling, investigating, or supervising persons on parole and probation for the specialized 30 credit hours in the social, behavioral, or correctional sciences.

2. Candidates may substitute graduate level education in the social, behavioral, or correctional sciences on a year-for-year basis for up to one year of the required experience.

3. Candidates may substitute U.S. Armed Forces military services experience as a commissioned officer in social work or correctional counseling classifications or specialty codes in the criminal justice field of work at the rate of two years of military experience for one year of the required experience.

One year of experience delivering educational content in a classroom setting.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1.Employee is required to obtain Academic Instructor Certification within 6 months of assignment

2. Employees are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.

3. Candidates must meet all selection standards as set forth in the Code of Maryland Regulations by the Maryland Correctional Training Commission. Candidates who receive a probationary appointment must satisfactorily complete a prescribed training program prior to permanent appointment. Selection standards of the Correctional Training Commission may be obtained from the Maryland Department of Public Safety and Correctional Services, Suite 309, 6776 Reisterstown Road, Baltimore Maryland 21215.

· Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date)
