Main Purpose of Job

The Agency Grants Specialist II is the full performance level of work evaluating needs of each State of Maryland Veterans Cemetery for expansions as necessary; creating Part 1 and 2 facility programs for expansion projects; assisting in the development of capital budget and federal grant submissions; and follow-through with capital construction planning meeting and progress meetings to ensure all National Cemetery Administration operational standards and State of Maryland regulatory requirements are met. The Agency Grant Specialist II of Cemetery and Memorial Programs supports the Department’s mission to provide excellent perpetual care of burial sites at Maryland's five veterans cemeteries.

POSITION DUTIES

To support the Program Manager by reviewing grant applications and budget proposals and determining financial stability and adherence to established policies and procedures; maintain up-to-date records on grant awards and expenditures; monitor and approve grant expenditures, builds the expansion and maintenance programs and communicates with Federal, State, local or private foundations to research funding opportunities for grants.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience in grant evaluation and monitoring or budget preparation, presentation and execution.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of experience in grant evaluation and monitoring or budget preparation, presentation and execution for the required experience.

2. Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration at a rate of 30 credit hours for five years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service  experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of the principles and practices of business and public administration, and governmental appropriations accounting;

Knowledge of the analytical procedures and techniques used in evaluating and monitoring agency grants;

Experience in reviewing and/or editing blueprints and designs;

Experience in government procurement processes;

Skill in interpreting and applying laws, rules, regulations and policies related to agency grants;

Skill in organizing and presenting accurate and concise reports of findings, conclusions and recommendations related to agency grants;

Experience using Microsoft Word, Excel and/or Access in a professional setting

Experience providing customer service both in person and via telephone

Experience working with Google Mail and Google Calendars Ability to establish and maintain effective working relationships with co workers, agency program staff and grantees.

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.  The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.
