Main Purpose of Job

The Grants and Programs Lead is in the Office of Social Equity (OSE), an independent executive agency formed out of the Cannabis Reform Act of 2023. The OSE reports directly to the Governor's Office and does not have a reporting relationship to, or through, the Maryland Cannabis Administration. The selected candidate for this position will report directly to the Executive Director of the OSE. This role is crucial in supporting our mission to provide resources and support for historically disadvantaged individuals and businesses seeking to enter the Maryland adult-use cannabis industry. 

The main purpose of this full-time contractual position is to perform a critical role in the development, management and evaluation of grant programs which support cannabis equity, community reinvestment, and economic empowerment in historically disadvantaged communities. This position will require expertise in financial management and compliance, as well as in stakeholder engagement and program evaluation, in order to ensure the success of the Office of Social Equity (OSE)'s funding initiatives. This position will also be responsible for drafting and disseminating grant announcements and Requests for Proposals (RFPs) in order to attract applicants, along with leading the review of such applications, including overseeing the development of scoring rubrics.

MINIMUM QUALIFICATIONS

Experience: Eight years of experience in grant evaluation and monitoring, or budget preparation, presentation and execution.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of experience in grant evaluation and monitoring, or budget preparation, presentation and execution, for the required experience.

2. Candidates may substitute graduate education from an accredited college or university in Accounting; Business Administration; Economics; Finance; Political Science; or Public Administration, at a rate of 30 credit hours for five years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work, on a year-for-year basis, for the required experience.  

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience supporting and/or leading the design and implementation of a new program(s), in order to support community and/or stakeholder needs, particularly for underserved or equity-focused populations. The desired candidate should also have professional experience collaborating with State agencies, external partners, and/or stakeholders, including local government entities and community organizations.

Additionally, the desired candidate should have professional experience analyzing and strategically solving problems, as it pertains to the development of targeted grant programs. Furthermore, the desired candidate should have professional experience coordinating complex projects and/or initiatives with measurable outcomes. Finally, the desired candidate should have professional experience with grant writing, programming and/or administration.

The desired candidate should be an innovative and independent thinker who is capable of working in ambiguous, fast-changing environments, such as a new start-up agency or industry. The desired candidate should also possess strong verbal and written communication skills, specifically as it relates to the drafting and reviewing of grant-related documents.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this, or other, State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. 

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
