Main Purpose of Job

The main purpose for the Health Occupations Investigator Supervisor position is the responsibility of understanding and overseeing compliance, complaints, and investigations of physical therapy practitioners licensed and regulated by the Maryland Board of Physical Therapy Examiners. This role involves supervising the duties of subordinate Health Occupations Investigators and managing the daily operations associated with complaints, investigations, disciplinary actions, and compliance tasks. The Health Occupations Investigator Supervisor may assign themselves to complex and sensitive investigations concerning alleged violations of the Maryland Physical Therapy Act by licensed practitioners.

Key responsibilities include protecting the public by responding to submitted complaints ,assessing their jurisdictional relevance, delegating investigational cases to subordinate investigators, reviewing investigation reports and their presentation to the Board’s Case Review Committee, Board of Directors, and the Office of the Attorney General.

The Health Occupations Investigator Supervisor understands contemporary interviewing and investigative methodologies, as well as understanding the relevant administrative law frameworks. Primary contact for the Board’s compliance with the Public Information Act (PIA),the Health Occupations Investigator Supervisor ensures adherence to PIA mandates as per Maryland Department of Health policy and responds to PIA inquiries in collaboration with Board counsel.

Additionally, the role requires gaining advanced knowledge of the Maryland Physical Therapy Act, advanced knowledge of the Health Insurance Portability and Accountability Act (HIPAA),the Public Information Act (PIA), and the Freedom of Information Act (FOIA) to fulfill statutory obligations effectively. The Supervisor is expected to demonstrate independent judgment, exhibit supervisory qualities, and uphold high ethical standards.

As the first point of contact, strong supervisory skills are necessary to oversee workflow responsibilities and delegated duties, maintain operational quality control, and ensure the effectiveness of compliance, investigative, and disciplinary policies and procedures in meeting key performance indicators. To support the Health Occupations Investigator Supervisor's job duties, excellent problem-solving abilities, critical thinking, and the ability to work alongside staff to ensure the performance of tasks aligned with the mission and vision of the Board of Physical Therapy Examiners is important.

The Health Occupations Investigator Supervisor is also responsible for ensuring Board staff compliance with security protocols, HIPAA regulations, PIA requirements, mandatory continuing education, public notices, and other procedural mandates imposed by the State of Maryland and the Maryland Department of Health. Collaborative efforts with the Board of Directors and Board staff are essential to facilitate effective communication concerning key essential functions and performance in compliance, complaints, investigations, and licensure.  The Health Occupations Investigator Supervisor reports directly to the Executive Director. 

This position is eligible for hybrid telework (60% = 3 days weekly) which is subject to approval from the supervisor.

MINIMUM QUALIFICATIONS

Experience: Eight years of experience conducting criminal investigations, including the preparation of analyses and reports for use in legal proceedings.

Notes: 

1. Candidates may substitute the possession of a Bachelor's degree in the field of criminal justice, criminology, law enforcement or an allied health field, (such as nursing, pharmacy, psychology, social work, nutrition, dietetics, speech pathology, audiology) from an accredited college or university and four years of experience conducting criminal investigations, including the preparation of analyses and reports for use in legal proceedings for the required experience. 

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Investigator, Police and Intelligence Specialist classifications or Investigator, Police and Intelligence specialty codes in the criminal investigation field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

The selected candidate MUST have 1 year in a supervisory role.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess:
  • Experience engaging in critical discussions and problem-solving through verbal and written communication skills 
  • Experience gathering, analyzing, and submitting data-driven reports 
  • Experience creating performance goals, setting deadlines, and coaching subordinates 
  • Experience conducting interviews and gathering factual information through both in-person and telecommunication methods

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be required to have daily use of a motor vehicle while on official State business. Standard mileage allowance will be paid for use of a privately owned vehicle.
