Introduction
Alcohol, Tobacco, and Cannabis Commission (ATCC) is tasked with
supporting the Maryland Cannabis Administration (MCA) in the regulation of the
medical and retail cannabis industries, as well as the regulation of the
alcohol and tobacco industries, in Maryland. The mission of the ATCC is to
advance public safety, support economic growth, and reduce public harm by
promoting the responsible sale and consumption of alcohol, tobacco, and
cannabis products through consistent administration and enforcement of laws and
regulations, as well as the strategic integration of process management,
functional expertise, and the study of operations and administration of similar
laws in other states and countries.
The mission of the Field Enforcement Division of the ATCC is to
protect consumers from illicit alcohol, tobacco, and cannabis products entering
the marketplace as well as ensuring state revenues are protected. The Field
Enforcement Division provides guidance to the alcoholic beverage and tobacco
industries through a program of inspection, education, and enforcement to
ensure compliance with state laws and regulations. The Field Enforcement Division strives to
maximize a culture of compliance with the alcohol, tobacco and cannabis laws
and regulations of the state by being adaptable to statutory changes and
product evolution, employing modern technology, and advancing state-wide
consistency in enforcement.

POSITION DUTIES
The Field Enforcement Division of the
ATCC is seeking to employ experienced, Maryland Police Training and Standards
Commission (MPTSC) certified Police Officers to perform the duties of an
Alcohol, Tobacco, and Cannabis Commission Field Enforcement Agent.
Field Enforcement Agents are either
designated as an Investigator conducting special investigations or assigned a
geographic area of the state and required to perform both criminal and
regulatory investigations. The appointee will be responsible for assessing and
enforcing criminal and compliance regulations in accordance with the revenue
laws pertaining to alcoholic beverages, cigarettes, electronic smoking devices
and other tobacco products.
PLEASE NOTE:
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate as described in the Maryland Police and Corrections Training Commission regulation.
Experience: Four years of experience as a police officer investigating crimes including motor vehicle accidents and responding to emergency calls for police services or as an Enforcement Agent responsible for assessing and enforcing compliance to laws and regulations pertaining to commodity products such as, but not limited to, alcoholic beverage, tobacco product, cannabis products and related revenue laws and regulations.
Notes:
1. The above education requirement is set by the Maryland Police and Corrections Training Commission in accordance with Public Safety Article, Section 3-209, Annotated Code of Maryland.
2. Applicants may substitute additional education in criminal justice or law enforcement, at an accredited college or university, at a rate of 30 credit hours for each six months of the required experience for a maximum of two years of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in general inspection, investigation, enforcement, and compliance classification or general inspection, investigation, enforcement, and compliance specialty codes in the logistics field of work on a year-for-year basis for the required experience.
SELECTIVE QUALIFICATIONS
Qualified candidates must have
the following qualification:
Only
applicants that are current certified police officers or applicants that meet
the qualification for recertification as a sworn police officer in Maryland due
to a separation in police service for less than three (3) years by the
employment start date will be considered in accordance with MD Public safety
Code, Section 3-210 (a). Lapse of certification.
DESIRED OR PREFERRED QUALIFICATIONS
The following is a preferred
qualification:
Good communication skills and at least
one year of investigative police experience
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Employees in this classification may be assigned duties, which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
2. After training, employees in this classification will be required to maintain periodic certification of essential marksmanship in the firing of a handgun and other firearms that may be necessary to carry out assignments.
3. Employees in this classification must have successfully completed the Entrance Level Police Training Course required by the Maryland Police and Corrections Training Commission and hold a current police officer certification by the Maryland Police and Corrections Training Commission.
SPECIAL REQUIREMENTS
1. Selection standards for police officer certification are established by the Maryland Police and Corrections Training Commission in accordance with Public Safety Article, Section 3-209 of the Annotated Code of Maryland. These selection criteria are listed in detail in the Code of Maryland Regulations Title 12, Subtitle 04, Chapter 01 and include the following:
Appointment as a police officer;
U.S. Citizenship;
A complete background investigation;
Oral interview;
Physical examination;
Possession of a driver’s license valid in the State of Maryland.
2. Employees in this classification are subject to be on call 24 hours a day and must provide the agency with a telephone number where they can be reached.
3. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.
4. Employees in this classification may be required to bear firearms and to demonstrate practical knowledge and proficiency in the safe use and care of firearms on a periodic basis.
5. Employees in this classification may be subject to assignment in any area of the State.
6. Employees in this classification may be subject to long hours of driving to out of state locations.
7. Employees in this classification may be subject to extended workdays on a regular basis.
