Main Purpose of Job

The purpose of this position is to perform research and analysis to support the implementation and ongoing maintenance of new workflows and project tasks related to enrollments, disenrollments, and other updates to the Hospice enrollment system in the Eligibility & Enrollment (E&E) consumer platform in collaboration with the Office of Enterprise Systems staff. This position will also oversee the enrollment, disenrollments, and other updates for Hospice participants in the current Cognito-based manual system pending full implementation of the E&E consumer portal.

This position also performs qualitative and quantitative analysis to identify trends associated with Hospice enrollments and claims, and will use the analysis to make recommendations on policy or procedure changes in accordance with State and federal regulations to the leadership team.

Finally, this position also performs qualitative and quantitative analysis as needed to address issues presented by providers and participants and based on the outcome of this analysis, provides guidance and direction to providers and participants.

This position operates in a hybrid manner, meaning job duties will be performed both remotely and onsite unless otherwise directed by the appointing authority.

MINIMUM QUALIFICATIONS

Experience: Seven years of administrative or professional experience developing or applying policies and regulations in medical assistance, health insurance, federal or State entitlement programs.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of administrative or professional experience developing or applying policies and regulations in medical assistance, health insurance, federal or State entitlement programs for the required experience.

2. Candidates may substitute the possession of a Master’s degree from an accredited college or university in the related field of work for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Operational Analysis classifications or Health Services Management specialty codes in the health-related field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
  • Hospice care experience. 
  • Experience using MMIS applications. 
  • Experience with Microsoft Office applications (Word, Excel, PowerPoint).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.
