Main Purpose of Job

This position functions as the Chief for the Division of Hospice and PACE within the Office of Long Term Services and Supports (OLTSS). This Division oversees provider enrollment, regulatory development and oversight, medical eligibility, and other functions for the hospice program and the Program of All-Inclusive Care for the Elderly (PACE). This position implements program initiatives, develops and revises regulations and transmittals, oversees and reviews provider activities, program integrity activities, coordinates procurements, forecasts budgetary needs, participates in rate setting, and coordinates/monitors Utilization Control Agent activities for the Hospice and PACE aspects of their contract.

This position will have an integral role in the PACE expansion initiative. As such, this position will develop and implement program integrity initiatives to ensure compliance with State and federal regulations and the two-way and three-way agreements executed between MDH, PACE organizations, and the Centers for Medicare and Medicaid Services (CMS). Additionally, this position will actively participate in efforts to transition the hospice program into the Eligibility and Enrollment (E&E) system. 

This position will lead stakeholder engagements regarding the two programs under the Division’s purview and may represent the Director, Deputy Director, and/or Assistant Director as necessary. 

This position operates in a hybrid manner, meaning job duties will be performed both remotely and on-site unless otherwise directed by the appointing authority.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university.

Experience: Four years of experience supervising employees in developing and applying policies and regulations or directing a program or project in a medical care program.

Notes:

1. Candidates may substitute additional administrative or professional experience developing or applying policies and regulations in medical care, health insurance, federal or State entitlement programs or in a health or human service program on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Health Care Administration classifications or Health Services Management specialty codes in the health-related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
  • Healthcare experience.
  • Project management experience.
  • Experience preparing and maintaining spreadsheets to make data-informed decisions.
  • Experience facilitating stakeholder engagements. 
  • Experience preparing and delivering written and oral presentations to executive leadership.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in these classifications may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
