Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources, Natural Resources Police. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

A Natural Resources Pilot is the full performance level of work providing specialized flightinstruction training and operating departmental aircraft in support of the law enforcementresponsibilities of the Maryland Natural Resources Police. Employees in this classification are in command of the aircraft and its passengers at all times while performing low altitude flights for law enforcement, search and rescue, and other public safety missions, as well as providing aviation services in support of wildlife, fisheries, and forestry for scientific purposes. Employees in this classification are required to train other personnel assigned to the Aviation Section. Employees in this classification may temporarily function in a supervisory role in the absence of the Chief Pilot.

Employees in this classification receive managerial supervision from the NRP Chief Pilot or Aviation Unit Commander. Employees in this classification are assigned shift work including holidays and weekends and are subject to 24-hour on-call duty during emergencies and staff shortages. Employees are required to work outdoors in all types of weather conditions. The work involves hazardous conditions such as maneuvering helicopters day and night in congested or unusual terrain. 

Employees in this classification develop and provide specialized in-service flight training and certify Natural Resources Police pilots as required by the Federal Aviation Administration (FAA). Instructional training proficiency will be maintained and taught for both daytime and nighttime flight operations to include night vision goggle re-currency and flight operations under night vision goggles. The employee is responsible for maintaining instructional proficiency and knowledge of agency aircraft, as well as providing annual instructional check rides in conjunction with manufacturer’s factory recurrent training requirements. 

The employee is also responsible for managing and maintaining the Aviation Sections Safety Management System (SMS).

POSITION DUTIES

The Natural Resources Police is currently accepting applications for a Natural Resources Pilot. This position is responsible for the full performance level of work operating aircraft in support of the law enforcement responsibilities of the Natural Resources Police. Natural Resources Pilots are in command of the aircraft and its passengers while performing low-level altitude flights for law enforcement, search and rescue, and other public safety missions, as well as providing aviation services in support of wildlife, fisheries and forestry for scientific purposes. This position is assigned shift work including holidays and weekends and is subject to 24-hour on-call duty during emergencies and staff shortages. Flights are conducted throughout the State under a variety of weather conditions. Pilots must be physically able to move small aircraft independently using a hard tow bar.

The Natural Resources Pilot is differentiated from the Natural Resources Police Pilot in that Natural Resources Pilot provides civilian support to the Natural Resources Police Force while the Natural Resources Police Pilot isa certified law enforcement officer.

MINIMUM QUALIFICATIONS

Education: High School diploma or G.E.D. certificate acceptable to the Maryland State Board of Education.

Experience: 1500 hours of total documented flight experience including: 500 hours rotor wing 500 hours pilot-in-command (fixed or rotor wing) 100 hours multi-engine fixed wing 100 hours instrument (actual, simulated or “hooded”) 100 hours low-level 50 hours nighttime

DESIRED OR PREFERRED QUALIFICATIONS

  • Ability to react quickly and calmly during emergency situations;
  • Ability to plan and execute flights as directed by the supervisor using Visual and Instrument Flight Rules;
  • Ability to determine if weather conditions exceed pilot or aircraft capabilities;
  • Ability to work for long periods of in restricted cockpit area;
  • Ability to move small aircraft independently using a hand tow bar;
  • Ability to follow instructions and regulations and to compile required logs and records;
  • Experience with Law Enforcement and/or EMS Helicopters;
  • A current CFI rating.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification will be required to possess: 

FAA commercial pilot license with fixed and rotor wing endorsement and instrument ratings;

Multi-engine fixed wing pilot license;

FCC license to operate Very High Frequency (VHF) communications equipment.

SPECIAL REQUIREMENTS

1. Candidates for this classification will be given a medical examination to determine their physical ability to perform job-related functions and must possess the minimum of a Second Class FAA flight physical.

2. Employees in this classification are subject to call-in 24 hours a day and, therefore, must provide the agency with a telephone number where they can be reached.

3. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.
