Main Purpose of Job
The main purpose of this position is
to assist with the preparation of general funded programs and federal
reimbursable budgets, monitor program spending, resolve discrepancies, host
monthly program reporting meetings, and evaluate budget modification proposals.
This position will have the ability to
make program budget recommendations to the Senior Budget Officer and Chief
Financial Officer.
The Maryland Military Department is
seeking to select 3 candidates to fill our Budget Specialist I vacancies. Two (2)
out the three (3) vacancies will report full time to the Fifth Regiment Armory.
The third (3rd ) vacancy will have dual worksite reporting. The
Fifth Regiment Armory will be the main work location, but they will report to
the Freestate ChalleNGe academy to fulfill agency needs as well.
POSITION DUTIES
Position duties include but are not
limited to:
* Monitor general fund programs using FMIS
and expenditure tracker.
* Host monthly meetings with program
managers to provide budget, expenditures, and projection updates.
* Monitor the requisitions email account to
ensure timely approvals.
* Track purchase orders and encumbrances.
MINIMUM QUALIFICATIONS
Experience: Five years of experience in budget preparation, presentation and execution.
Notes:
1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in budget preparation, presentation and execution for the required experience.
2. Candidates may substitute 30 credit hours of graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
* Comprehensive knowledge of FMIS, RSTARS, ADPICS, BARS, or
similar financial and budgetary systems
* Experience with the State of Maryland Budgetary Process.
* Experience creating monthly budget reports for review.
* Experience hosting monthly meetings with program
managers to provide budget, expenditures, and projection updates.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
This position requires the ability to obtain a federal Common
Access Card (CAC) and requires a criminal background check.
Employees in this classification may be assigned duties which
require the operation of a motor vehicle. Employees assigned such
duties will be required to possess a motor vehicle operator’s license valid in
the State of Maryland with less than 5 points on their driving record.
SPECIAL REQUIREMENTS
This position will
require the ability to pass a State & Federal background check to access
military facilities within the state of Maryland. Being able to access
these facilities is a condition of employment for this position.
