Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources, Resource Assessment Service. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

The main purpose of this position is to develop, manage and implement environmental restoration programs relating to bay grasses and living resources in Maryland’s tidal waters. This position includes collection, analysis, and interpretation of habitat data as it relates to restoration and conservation success. The employee uses these data to make recommendations to and influences the decisions of higher level resource managers. The position includes responsibility for final, written reports of project results and disseminating results in other various written, oral and online formats, as well as public outreach and involvement in restoration activities. This supports Maryland’s Department of Natural Resource mission “…to protect what makes Maryland unique, our treasured Chesapeake Bay,... our diverse landscapes and our living natural resources.”

POSITION DUTIES

The Department of Natural Resources, Living Resource Assessment Program, based in Annapolis, MD, is currently accepting applications for a Natural Resource Biologist III.

The main purpose of this position is to develop, manage, and implement environmental restoration projects and programs relating to submerged aquatic vegetation (bay grasses) and other living resources in Maryland’s waters. This position includes collection, analysis, and interpretation of habitat data as it relates to restoration and conservation success. The employee uses these data to make recommendations to and influence the decisions of higher-level resource managers. The position includes responsibility for written reports of project results and disseminating results in various written, oral and online formats, as well as during public outreach events. 

This position works with other governmental, academic, and non-governmental organizations. 

This position may work long hours in the field collecting data and supervising the collection of data. Fieldwork is conducted primarily from small boats. A valid driver’s license, the ability to swim, the ability to obtain SCUBA diver certification within the first 12 months of employment, the ability to obtain a Maryland certificate of boating safety education within the first six months of employment, and the ability to lift and carry up to 50 lbs. are required to complete field duties. 

Teleworking is permitted according to the policy and procedures of supervisory organizations after the probationary period is met and with supervisor approval. The current telework policy is three days in the office or conducting fieldwork and up to two days teleworking. Due to field duties, telework is not guaranteed.

MINIMUM QUALIFICATIONS

Experience: Four years of professional experience conducting research and analysis in the fields of biology, biochemistry, environmental science, natural science, natural resources management, botany, marine biology, marine ecology, physical oceanography, ichthyology, fisheries management, wildlife management or zoology and four years of experience in performing professional biological work in the field of natural resources management.

Notes: 
1. Candidates may substitute the possession of a Bachelor’s degree in biology, environmental aquaculture, natural science, natural resources management, botany, marine biology, marine ecology or physical oceanography, ichthyology, fisheries management, wildlife management, zoology, or a natural resources management related field of study from an accredited college or university and four years of experience in performing professional biological work in the field of natural resources management for the required experience. 

2. Candidates may substitute graduate education beyond a Bachelor's degree from an accredited college or university in a natural resources related field of study as described above at the rate of 15 graduate credit hours for one year of experience for up to two years of the required experience. 

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the natural resources management and biological sciences classifications or natural resources management and biological sciences specialty codes in the wildlife biology field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

If not using a substitution to qualify, candidates must have at least one year of experience in Submerged Aquatic Vegetation (SAV) habitat assessment, research, monitoring, and/or restoration, including fieldwork in aquatic environments.

DESIRED OR PREFERRED QUALIFICATIONS

  • Proficiency in ArcGIS mapping software and R statistical and mapping environment, with demonstrated ability to conduct spatial analysis, statistical modeling, and data visualization.
  • Demonstrated leadership and project management skills, with the ability to coordinate programs and collaborate with multiple stakeholders.
  • Proficiency in both verbal and written communication, with experience in writing reports and scientific papers.
  • Boat operation skills and experience conducting fieldwork from vessels in aquatic habitats.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
