Introduction


The Maryland Department of Labor, (Labor), Division of Unemployment Insurance is accepting applications from qualified candidates for the contractual position of UI Professional I. This recruitment will be used to fill current and future vacancies. The resulting eligible list will be maintained for one year after the closing date of the announcement.

Prince George County- College Park, Maryland

Main Purpose of Job

The UI Benefit Professional I  is a contractual position within the Maryland Division of Unemployment Insurance, working in one of the divisions’ Claim Centers. The role involves gathering detailed information from claimants to process unemployment insurance claims and identify potential disqualifying issues. Responsibilities may include adjudicating potential disqualifying Unemployment Insurance (UI) issues according to established guidelines while providing high-quality, customer-focused services. This position helps regulate the distribution of unemployment insurance benefits and supports the economic stability of the state. The position provides service both in person and over the phone. POSITION DUTIES

This position duties consist of but not limited to the following:


Data Collection- Evaluate initial claims, identify eligibility issues, and gather relevant facts. Gather work and wage information by interviewing both claimants and employers.

Interviewing- Carry out Eligibility Review Interviews (ERI) to discuss ongoing eligibility for benefits and re-employment assistance. This involves interviewing claimants and reviewing their job search records to assess their efforts and develop a re-employment assistance plan.

Investigating- Conduct minor, separation, and non-separation fact-finding interviews and document the information obtained. Learning to assess unemployment insurance claims to identify improper payments and fraud.

Decision Making - Weigh the facts, evaluate the credibility of the evidence presented, and then make a written determination that is both legally correct and provides a sufficient summary of evidence and legal conclusions for both the claimant and employer to understand the content and outcome.

MINIMUM QUALIFICATIONS

Experience: Four years of experience in a public/or private agency rendering and/or determining eligibility for a Human Service Program or other programs.

Notes:

1. Employees previously hired through contracts by the agency as Intermittent IU Associates, Intermittent IU Specialists, Contributions Associates or Contributions Specialists and are currently performing the full range of UI Professional I duties and responsibilities may meet the minimum qualifications for appointment to merit system positions in this classification.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience using computers and various software ( Microsoft Word, Excel and Powerpoint and Google Sheets,
Doc, Drive and Google meets.

Customer service experience

Experience in multi-line call taking

SPECIAL REQUIREMENTS

Personnel employed in this classification will have access to federal tax information and must undergo a state and FBI criminal background check as a condition of employment
 
All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

The assessment may consist of a rating of your education, training, and experience related to the requirements of the position. It is important that you provide complete and accurate information on your application. Please report all experience and education that is related to this position.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.

FURTHER INSTRUCTIONS

U.S. Military Veterans may qualify for additional bonus points towards certification. Any job offer will be contingent on the candidate providing a U.S. Military form DD 214 verifying honorable discharge from service prior to starting employment (and may be requested prior to interview). Permanent State employees do not need to submit proof of Veterans’ status.
