Main Purpose of Job

The Information System Security Officer (ISSO) serves as the principle advisor to the Director of Maryland Unemployment Insurance Division BEACON Support and Deputy Director of BEACON Support. The ISSO is responsible for ensuring the implementation and maintenance of security controls in accordance with the Security Plan (SP) and Department, State and Federal regulations.

POSITION DUTIES

The Information System Security Officer (ISSO) is responsible for ensuring the implementation and maintenance of security controls in accordance with the Security Plan (SP) and Department, State, and Federal regulations. The ISSO will be called on to provide guidance, oversight, and expertise, and assist Program Director develop security documents or implement any security controls. The ISSO will perform all functions, which may include coordinating, facilitate, or otherwise ensure certain activities are being performed. As a result, it is important for the ISSO to build relationships with technical staff, and other stakeholders.

  • Lead the Department, especially system owners and program managers, through the security authorization process for their systems
  • Act as MDUI’s lead for cybersecurity incident response
  • Ensure all system users receive security awareness before being granted system access
  • Maintain a record of security awareness and role-based training is maintained to include the name and position of the person trained, the type of training, the date of the training, and the cost of the training
  • Provide statistics on initial and refresher security awareness which are required 
  • Provide all system users receive additional security awareness whenever system security changes occur, or when the user’s responsibilities change
  • Ensure personnel with significant security responsibilities receive annual specialized role-based training specific to their security responsibilities

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university.

Experience: Eight years of experience supervising staff in a public or private agency related to rendering and/or determining eligibility for a Human Service Program.

Note: Candidates may substitute additional experience in unemployment insurance as defined above for the required education at the rate of one year of experience for one year of education, for up to four years of the required education.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.

  • Bachelor's degree in Cyber Security, Computer Science, Information Technology, or related field of study or equivalent experience.
  • Five out the eight years of the required experience must be in Cyber Security. 

SPECIAL REQUIREMENTS

Personnel employed in this classification will have access to federal tax information and must undergo a state and FBI criminal background check as a condition of employment
 
All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
