Introduction

The Maryland Department of Labor, (MDOL), Division of Unemployment Insurance is accepting applications from qualified candidates for the position of UI Tax Accountant Professional IV (Cashiers Unit.) This recruitment will be used to fill current and future vacancies. The resulting eligible list will be maintained for one year after the closing date of the announcement.

Main Purpose of Job

The main purpose of this position is to provide the supervisory level of accounting work in the Cashiering Unit within the Accounting and Fund Management Section within the Contributions Division. This position assists the Unemployment Insurance Fund Management Chief in the preparation of accounting & management reports related to the Unemployment Insurance Program. This position manages the accounting operations of the Cashiering Unit, which is responsible for the maintenance of accounting records. This position supervises.

POSITION DUTIES

  • Responsible for subsidiary ledgers (Benefits, Clearing and Trust Fund Account) on a monthly basis and submit report.
  • Child Support-Payment is submitted weekly to Maryland Child Support through ACH.
  • Monitor Cash Transaction for Overpayments & Unemployment Insurance Taxes. 
  • Process Benefits, Tax and Escrow Collateral by approving payments which entails finalizing the check with signature by sending check issues to the bank.
  • The Lockbox, ACH payments, which are forwarded to the bank by employers & NSF charges are all posted into the Unemployment Insurance clearing account. The trust fund account are posted daily. Reconcile all ACH credits, ACH debits, Lockbox payments and check/cash payments received in house from BEACON, with the bank statement daily, Research and Resolve and Differences.
  • To post wire drawdowns for the Benefits Account. To maintain accountability of all transfer from the clearing account, and to the UI Benefits and Deposits for FEDS program.

MINIMUM QUALIFICATIONS

Applications that meet the minimum and selective qualifications will be referred to the hiring manager for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview. 

Education: A Bachelor's degree in Accounting from an accredited college or university, or a Bachelor’s degree with 30 credit hours in Accounting and/or related courses.

Experience: Four years of professional accounting experience or four years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.    

Notes:

1. Candidates may substitute the possession of a certificate as a Certified Public Accountant or a Master's degree in Accounting from an accredited college or university for two years of the required experience.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Candidates may substitute additional graduate level education in Accounting at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for- year basis for the required experience and education.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of

Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
