Work that Matters.  The Maryland Department of Housing and Community Development (DHC) is a National leader in the financing and development of affordable housing and community development lending.

The Department of Housing and Community Development has an immediate opening for an Asset Management Officer in its Division of Credit Assurance.  This position is a high-proficiency level, skilled employee coordinating/managing mortgage servicing responsibilities for a set of state-funded loans and federally funded Homeowners Assistance Fund and HOME loans, including reconciliation of funds, loss mitigation, performing risk analysis, and recovery of funds on defaulted loans.  The position will also perform post-foreclosure related activities for all DHCD liquidated loans; auditing the contract servicer and attorney compliance, and ensuring maximum recovery of funds due to the Department..  The employee will interact with internal and external entities at multiple levels to facilitate and perform all required functions of servicing and recovery of funds with the Single Family Compliance Unit of the Division of Credit Assurance.  The successful candidate will be highly, organized, customer-oriented, and a self-starter with a good understanding of real estate principles.

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

The AMO/Claims AMO position is a part of the multi-million dollar financial operations; closely interacting with internal and external professionals to achieve the most optimal return on defaulted loans in (a) DHCD’s Single Mortgage Portfolio, the mortgage investor, and (b) Maryland Housing Fund’s (MHF) Single Family Insurance Indenture, the mortgage insurer, based on risk assessment. The Position is involved in the financial analysis, asset management, and operational oversight of DHCD’s Single Family Mortgage Portfolio & MHF’s Single Family Insurance Indenture. These duties are accomplished in coordination with many units in the Department and will acquire an understanding of multiple technical areas including, and mortgage insurance coverages, hazard insurance coverages, mortgage servicing, real estate and foreclosure law, execution methodologies, and compliance with State and Federal regulations and loan insurance products. This position serves as the AMO for the Single Family Operations unit within the Division of Credit Assurance (DCA), whose primary goal is to minimize financial risk on (a) defaulted mortgages in DHCD’s Single Family Mortgage Portfolio and (b) MHF’s Single Family Insurance Indenture. This position supports the entry level of work performing financial accounting and asset management functions within DHCD and specializes in (a) DHCD’s Single Family Mortgage Portfolio, which includes portfolios for the Community Development Administration Bond Portfolio, the State Funded Mortgage Portfolio, and the Federal Home Mortgage Portfolio recovery of funds and (b) MHF’s Single Family Insurance Indenture retention of funds via prudent single family mortgage insurance claim processing. This position will become independently responsible for examining, analyzing, & interpreting sub-ledger data, detailed accounting, reconciliations, & management reporting on outstanding balances, recovery of funds, expenses paid out, and reconciliations. Risk Management for the CDA & MHF Portfolios - Timely and accurate servicing of DHCD’s assets via management of DHCD servicing contracts to insure contractor compliance in the areas of mortgage servicing, legal action, mortgage insurance claim filings, hazard insurance claim filings, property repairs, property preservation, and property compliance with state and local ordinances. This position also ensures timely asset management and liquidation of DHCD assets in coordination with program and governmental agencies, reconciliations, and reporting. This position is complex and technical and is crucial to the claims financial analysis, accounting, asset management and completion of mandated reporting. It is also critical to the operational stability, and effective performance of these duties will contribute to the maximum recovery of loan funds by CDA/DHCD following default. These tasks are implicitly a part of the Department’s mission which states, “[DHCD will] carefully [use its] financial resources.” More specifically, this activity contributes to the accomplishment of DCA divisional goal #1 – Protect Financial Health, Objective #1.3 – Achieve an average recovery rate of 35% on single family principal claims.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university.

Experience: Four years of administrative or professional experience to include one year of financing experience or providing technical assistance for development or rehabilitation of multifamily or single family housing; neighborhood revitalization and business development; community infrastructure development; or historic preservation programs.

Notes:

1. Candidates may substitute additional administrative or professional experience as defined above on a year-for-year basis for the required education.

2. Candidates may substitute additional job-related education at a rate of thirty credit hours for each year of experience for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

  • At least one year of experience working in mortgage servicing or with hazard insurance claims.
  • At least two years of experience underwriting or servicing Federal Emergency Mortgage Assistance (EMA) or Homeowners Assistance Fund (HAF) rescue loans.
  • At least two years of experience collecting outstanding receivables and reconciling deposits to the system of record.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
