The Maryland Department of Housing and Community Development (DHCD) is a national leader in the financing and development of affordable housing and community development lending. The Division of Homeless Solutions is responsible for leading the state's interagency strategy, policy, and initiatives to prevent and end homelessness for all Marylanders. This vital work includes leading the Maryland Interagency Council on Homelessness and facilitating cross-sector collaborations with government, nonprofit, philanthropic, and other strategic partners. The Division administers grant funds and technical assistance to local governments and nonprofits that are delivering critical safety net programs in their communities - such as street outreach, shelter, permanent housing, food pantries, foreclosure counseling, homebuyer education, benefits enrollment, workforce development, early childhood care, and specialized services for aging adults, domestic violence survivors, and youth. The Division also serves as the HUD-designated lead agency for the Balance of State Continuum of Care, coordinating funding, data collection, performance management, client assessment, and housing referral systems in 9 rural and suburban counties.

LOCATION OF POSITION

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.

Free parking is available to the Department's employees on site at the present time; however, please be advised that this is subject to change. The Department is also accessible by MARC, WMATA, and other public transportation options.

POSITION DUTIES

DHCD has an immediate opening for a permanent full-time HCD Community Program Administrator II.  HCD Community Program Administrators II is a program administrator level of work responsible for administering specialized programs in the Maryland Department of Housing and Community Development (HCD).  Employees in this classification direct or assist in directing statewide loan, grant and technical assistance programs for multifamily and single-family housing development and rehabilitation; neighborhood revitalization and business development; community infrastructure development; historic preservation; and other related areas. Employees in this classification do not supervise.

Employees in this classification receive managerial direction from a designated higher-level manager.

The HCD Community Program Administrator I-III classification series is limited to administrators of programs in the Department of Housing and Community Development.  Classification levels within the HCD Community Program Administrator series are determined on the basis of modified factor comparison with other similar positions.  Positions in the HCD Community Program Administrator series are evaluated by using the Management Classification Factors: 1. Qualifications; 2. Nature and Purpose of Personal Contacts; 3. Nature of Recommendations, Commitments, Decisions and Conclusions; 4. Creative Thought; 5. Planning; 6. Responsibility for Administration and 7. Nature of Supervision Received.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university.

Experience: Five years of administrative or professional experience to include two years of financing experience or providing technical assistance for development or rehabilitation of multifamily or single family housing; neighborhood revitalization and business development; community infrastructure development; or historic preservation programs.

Notes:

1. Candidates may substitute additional administrative or professional experience as defined above on a year-for-year basis for the required education.

2. Candidates may substitute additional job-related education at a rate of thirty credit hours for each year of experience for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

  1. Experience managing federal grants as a direct or sub recipient 
  2. Experience with compliance monitoring for federal or state grant programs 
  3. Experience leading a team 

LIMITATIONS ON SELECTION

Must be a current employee of MD Department of Housing and Community Development.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
