POSITION DUTIES

The Division of Finance and Administration is seeking an enthusiastic individual to serve as a Capital Analyst. The Capital Analyst will assist the Capital Budget unit’s activities based upon the goals and priorities of the Department. The incumbent will be involved with assisting the capital budget team in monitoring the half-billion-dollar capital budget. The incumbent will also be responsible for managing and accurately account for special and federal awards received by DHCD by working closely with program staff on new grant applications or other municipal awards, loan servicing of State assets, portfolio analysis including risk management and calculation of projected losses. 

The position is involved in macro analysis and requires the operation and coordination of many units in the Department requiring an understanding of multiple technical areas including, data warehouses, system report writers, electronic file security, capital markets, mortgage products and execution methodologies, electronic file security, underwriting, asset management, grant/loan agreements and required reporting, debt management, and compliance to State and Federal regulations and loan servicing.

MINIMUM QUALIFICATIONS

Education:     A Bachelor’s degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university.  

Experience:   Three years of professional financial analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports by applying generally accepted accounting principles.  

Notes:               

1.  A Certified Public Accountant (CPA) certification or documented eligibility to sit for the CPA Examination may be substituted for the educational requirement.  

2.  A Master’s degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university may be substituted for two years of the required experience.       

3.  Candidates may substitute one year of professional financial analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports by applying generally accepted accounting principles for 30 credits on a year-for-year basis for the required education.  

4.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the accounting field of work on a year-for-year basis for the required education and experience.    

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience working in accounting; finance; auditing; and, federal or state program compliance
  • Experience in financial reporting, budgeting, and data analysis
  • Experience reconciling accounting systems (FMIS, Sage, AMP, Oracle, QuickBooks)

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
