Main Purpose of Job

The incumbent in this job is in charge of assigned personnel duties as well as providing clerical support to the HR office. Employee is in charge of the personnel program and all agency-related functions for (105.5 FTEs and 14.5 Contractual Staff). The incumbent in this role is in charge of recruitment activities. This role serves the needs of the entire agency by providing support for all personnel matters and making recommendations to the HR Officer based on clear and concise oral and written presentations. The HR Officer provides broad direction and control to employees. This role requires the highest level of confidentiality in accordance with the work performed. The candidate must have good written, technical, and oral communication abilities.

POSITION DUTIES

  • Completes all recruiting activities for the agency including submitting position exception requests and supporting paperwork using JobAps for recruiting notifications.
  • Reviews certification lists, screening applicants for minimal qualifications, and coordinating interviews. Completes and submits all recruitment packages, initiates and completes the onboarding process. 
  • Facilitates new recruit fingerprinting and monitor employee records for IRS compliance. Conducts new employee orientation and  organizes background checks for new personnel to meet state and federal regulations. Receives, tracks, and monitors the outcomes. Analyzes outcomes data for reporting to the Appointing Authority.
  • Maintains agency HR office files, reports, legal material, statistical information, agency correspondence, general read materials, forms, records, and other material in accordance with office procedures.
  • Serves as a liaison to internal staff, outside agencies, and elected officials to obtain and disseminate information on behavior of the HR Officer and Director. Schedules meetings on behalf of the HR officer.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of general clerical or administrative support experience, at least six months must have been paraprofessional personnel experience involving the application of personnel procedures, policies, rules, and regulations to specific employment actions. Appropriate paraprofessional personnel experience should have included responsibility for activities such as, preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

Note: Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Six months' experience using a computerized application tracking system.
  • One year of experience producing, modifying, and storing documents with Microsoft Office and Google Suites.
  • Six months of public contact experience, including interviewing and explaining facts.
