Main Purpose of Job

This position serves as a GIS (Geographic Information Systems) Program Manager in the Office of Planning and Performance. This position recommends and applies GIS tools and technologies to support the Department of Human Services (DHS) planning, research and analysis efforts. This position provides program information and data to local departments of social services and central headquarters, using GIS technologies in both printed and electronic forms. This position also provides technical support in the form of data analysis and data representation.

POSITION DUTIES

  • Support the DHS in Departmental initiatives through the use of GIS and Spatial Analysis. 
  • Develop or integrate scripts to customize ArcGIS software for the purpose of enhancing productivity and software capability. 
  • Use technical and administrative skills to support DHS initiatives. 
  • Support the Office of the Secretary, Service Administrations and Local Departments of Social Services with tables, spreadsheets, databases, graphs, graphics, and analysis. 
  • Recommend GIS hardware, software, data and resources to purchase for the Department pursuant to established purchasing policies and regulations.

MINIMUM QUALIFICATIONS

EDUCATION:   A Bachelor’s degree from an accredited college or university including 30 credit hours in Geography, Geographic Information Systems, Economics, Environmental Science, Environmental Studies, Planning, Mathematics, Computer Science, Statistics, or Information Technology.

EXPERIENCE: Three years of experience in geospatial analysis. (Please include specific duties relating to geospatial analysis on your application.)

NOTES:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university accompanied by a Geographic Information Systems Professional Certificate (GISP) from The GIS Certification Institute for the required education.

2. Candidates may substitute the possession of a Master’s degree from an accredited college or university in the specified educational fields for one year of the required experience.

3. Candidates may substitute the possession of an additional Master’s degree from an accredited college or university in the specified educational fields for one additional year of the required experience.

4. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in the specified educational fields for two years of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Logistics, Architect, Geospatial Intelligence Analyst, or Cryptologic classifications or Logistics, Architect specialty codes in the Architect field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of experience using Experience Builder or WebAppbuilder.

One year of experience using ArcGIS Enterprise, ArcGIS Pro or SQL Server. 

One year of experience Environmental Systems Research Institute HUB projects.

Personal Leave- new State employees are awarded six (6) personnel days annually (prorated based on start date). 

Annual Leave – ten (10) days of accumulated annual leave per year.

Sick Leave – fifteen (15) days of accumulated sick leave per year.

Parental Leave – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

Holidays – State employees also celebrate at least twelve (12) holiday per year.

Pension – State employees earn credits towards a retirement pension.

Positions may be eligible for telework.
