Introduction

The Maryland Department of Agriculture is a department under Maryland's Executive Branch.  Formed in 1972 by the Maryland General Assembly to address the agriculture needs for the State of Maryland, the Department oversees and serves as a regulatory body for animal health and consumer services to include marketing and lab services, plant and pest management and resource conservation.  As the number one industry in Maryland, the diversity of agriculture programs in the State continues to expand and grow.

The Pesticide Regulation Section administers Maryland's Pesticide Applicator's Law, approves training courses in the handling, storage and use of pesticides, conducts examinations to determine that pesticide applicators are competent to follow prescribed pest control practices, enforces federal laws on the sale and use of pesticides, and investigates pesticide accidents or incidents and consumer complaints on pesticide misuse.

This position is limited to current permanent and contractual employees of the Maryland Department of Agriculture, and also to temporary employees from an external employment agency who are currently assigned to work at the Maryland Department of Agriculture.

LOCATION OF POSITION

MDA Headquarters, Annapolis MD

Main Purpose of Job

This position is responsible for assisting with the certification of individuals and businesses seeking approval to apply pesticides and for providing administrative support to the Pesticide Regulation Administrative Team.

POSITION DUTIES

Reviews and approves applications of business licensees, public agency permits and commercial and private applicators seeking certification or re-certification to determine if minimum requirements are met and required documentation has been submitted.

Contacts applicator via telephone, email or egov to inform them of application inadequacies and measures to be taken in order to qualify for issuance of new license or certificate. Enters information concerning applicants for commercial and public agency applicator certification into computer database.

Generates approval/denial letter to be sent to applicant upon final approval by supervisor. 

Maintains and compiles examinee study guides and informational material to be sent with approval.

Generates test notices and notifies the lists of applicators eligible to take exams from exam session proctors. Electronically or manually grades exams, and provides applicant with test results and information regarding steps to be taken to complete the certification process. Maintains records on the number of individuals and number of examinations by category administered to commercial/public agency applicators seeking certification. Maintains files on applicants pending certification.

Prepares, tracks and maintains purchase orders and invoices for payment on supplies, goods, equipment and services purchased by Pesticide Regulations Program. Ensures purchases are properly coded to the correct budget and object code.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years performing secretarial or clerical work involving typing duties.

Notes:

1. Additional secretarial or clerical experience may be substituted on a year-for-year basis for the required education.

2. Thirty credit hours with a major in secretarial science or office technology from an accredited college may be substituted at the rate of thirty credits for one year of experience for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administration classifications or Administrative, Clerical, or Office Services specialty codes in the Administrative Support field of work on a year-for-year basis for the required experience.  

DESIRED OR PREFERRED QUALIFICATIONS

Experience receiving and placing customer service telephone calls and emails
Experience with data entry and managing data files
Experience working with Oracle databases

SPECIAL REQUIREMENTS

Demonstrated ability to accurately type on a keyboard of a personal computer at a minimum of forty words per minute may be required, depending on the specific requirements of the position.
