Main Purpose of Job

The primary objective of the Human Service Program Planning Administrator is to analyze, design, develop, conduct, and evaluate statewide learning for users of Social Services Administration (SSA) applications. This includes the Department of Human Services, University of Maryland School of Social Work, Office of Technology for Human Services, Office of Strategic Planning, Maryland Total Human Integration Network (MD THINK), Maryland State Department of Education (MSDE), Department of Juvenile Services, state  contractors, and Local Departments of Social Services.

System Learning Content Developers must be capable of articulating facts, ideas, and concepts in a manner that is readily comprehensible to users of SSA applications. They must also emphasize the significance of accurate data entry to aid staff in organizing their cases and documenting their work properly. Human Services Program Planning Administrators are responsible for overseeing the state's HUB (DHS's E-Learning Management System), analyzing reports, and budgeting for training supplies and travel.

POSITION DUTIES

  • Provides administrative assistance and coordination with the Program Manager for the three University of Maryland contracts: Child Welfare Academy, Child Welfare Fellowship Fellow Program, and Child Welfare Training and Assistance.
  • Creates printed and multimedia learning resources, such as training films, how-to guides, and interactive learning.
  • Analyzes input to help develop User Stories. Ensure compliance with federal and state regulations and procedures.

MINIMUM QUALIFICATIONS

Education A Bachelor’s degree from an accredited college or university.

Experience Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education.

2. Candidates may substitute graduate level education at an accredited college or university in a human services related field at the rate of 30 credit hours per year for up to two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of experience creating instructional materials such as how-to guides and user stories.
One year of experience creating interactive and multimedia learning content with e-learning software such as Adobe Captivate or other similar tools.
One year of experience working in a Child Welfare or Adult Services database or record-keeping system, such as Child, Juvenile, and Management System (CJAMS).
