Main Purpose of Job

Under the general supervision of the Assistant Director of The Emergency Food Programs and Special Projects (EFP/SP) within the Family Investment Administration (FIA), the Human Services Program Planning Administrator will be responsible for writing scopes of work, constructing packages and evaluating grant applications to determine fitness and vendor’s capacity to deliver high quality services to FIA. The Human Services Program Planning Administrator will extensively contribute to the development of Request for Proposal documents. The person in this position will work closely with other DHS units and other State agencies in support of better collaboration and innovation in Emergency Food Programs and Special Projects. The Human Services Program Administrator will provide skilled support, consultation, information, guidance, interpretation and technical assistance to EFP/SPF. Additionally, the position requires a highly qualified, creative individual who can work independently.

POSITION DUTIES

  • Manages Emergency Food Program and Special Projects (EFP/SP) contracts and supports Local Departments of Social Services (LDSS) in the implementation of the program
  • Conducts monitoring visits to ensure EFP/SP programs are implemented in accordance with approved plans and program policies.
  • Ensures timely submission of monitoring reports to FIA vendors and Local Departments of Social Services.

MINIMUM QUALIFICATIONS

Education:    A Bachelor’s degree from an accredited college or university.

Experience: Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education.

2. Candidates may substitute graduate level education at an accredited college or university in a human services related field at the rate of 30 credit hours per year for up to two years of the required experience.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.

One year of required experience in preparing and managing contracts and working with procurement.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of experience tracking deadlines, managing databases, scheduling meetings, compiling agendas, and recording minutes.

One year of experience in drafting and reviewing complex documents.

One year of experience in assisting with the development of policies, programs, and standard operating procedures.

One year of experience in using Microsoft and Google platform tools.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).

  • Sick Leave - fifteen (15) days of accumulated sick leave per year.
