Main Purpose of Job

This position is responsible for assisting with the administration of the SNAP Education Program (SNAP ED) in accordance with federal and state laws, policy and regulations. This includes the review, regulatory, and technical support to state and local departments of social services in providing oversight of the various components of the SNAP ED program in the areas of policy, training, technology, outreach, compliance, and operations. Ensures that the program components are compliant by providing clear, concise guidance to colleagues, stakeholders, local agencies, and the public. 

POSITION DUTIES

Coordinate and oversight SNAP Education (SNAP-ED) 
Program plan, organize, and conduct training for contractors regarding SNAP-Ed programming. 
Provide technical assistance, guidance, and direction to agencies and community organizations regarding current nutritional issues, problems affecting food habits, prescribed diets, and/or assisting the administering agency with food presentations and preparation. 
Assist in planning and evaluating program activities, goals and objectives, and budget requirements. 
Review, interpret, and ensure compliance with the Federal and State laws, rules, and regulations related to SNAP food benefits. 
Develop and write DSS policy, state plans, policy briefs, administrative notices, forms, client notices, and informational materials. 
Assist program staff with the preparation, review and processing of grants and contracts. 
Sends correspondence to contractors, as needed. 
Vendor management, including contracts, invoicing, and monitoring.

MINIMUM QUALIFICATIONS

Education:    A Bachelor’s degree from an accredited college or university.

Experience: Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education.

2. Candidates may substitute graduate level education at an accredited college or university in a human services related field at the rate of 30 credit hours per year for up to two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate will have demonstrated many or preferably all of the following:
  • One year of experience tracking deadlines, managing databases, scheduling meetings, compiling agendas, and recording mintues.
  • One year of experience in preparing and managing contracts and working with procurement.
  • One year of experience in assisting with the development of policies, programs, and standard operating procedures.
  • One year experience with Microsoft and Google platform tools.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

 

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
