POSITION DUTIES
- Leads, motivates, develops, monitors, and evaluates assigned district office supervisors in order to ensure optimal individual, unit and office performance for quality service delivery to customers in accordance with federal, state, county, agency, and other applicable policies, procedures and guidelines.
- Reviews, monitors and manages office compliance and workflow in order to ensure accurate and timely delivery of services in accordance with federal, state, county, agency, and other applicable policies, procedures and guidelines.
- Fosters and promotes positive relationships between the district office and customers (internal and external) in order to ensure quality delivery of services and a positive work environment in accordance with federal, state, county, agency, and other applicable policies, procedures and guidelines.
- Supervise daily activities of the Data Analysis Unit including, compiling and interpreting data, data analysis and reporting, program monitoring, and independent case reviews.
- Consolidate, analyze and report data from a variety of sources including but not limited to program compliance, program integrity, corrective action responses, process effectiveness, secondary case reviews, Agency appeal hearings statistics, and external audits.
- Train, coach, and provide guidance to all Agency stakeholders to ensure technical competency in the form of policy clarifications and informal interpretations of COMAR and program regulations case related issues.
- Provide direction and guidance in the development of Quality Assurance and Compliance Division policies and ensure integrity of the review, monitoring, and investigative process by implementing standardized methodology and procedures.
MINIMUM QUALIFICATIONS

Experience: Eight years of experience, four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.
Notes:
1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations for the required experience.
2. Candidates may substitute graduate level education at an accredited college or university in a human services related field at the rate of 30 credit hours on a year-for-year basis for up to six years of the required experience.
3. Candidates may substitute U.S. Armed Forces military experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical and Office Services field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
Assistant District Manager (Position(s) 1 & 2):
1. One year of experience processing temporary cash assistance
(Temporary Cash Assistance, Temporary Disability Assistance, Public Assistance
to Adults, Emergency Assistance) program applications.
2. One year of experience processing Medicaid (medical
assistance) applications.
3. One year experience processing food supplement assistance applications.
Quality Control Manger of the Quality Assurance and Compliance Division (Position 3):
1. One year of experience in data analytics.
2. One year of experience monitoring quality and compliance
programs.
3. One year of experience creating spreadsheets and databases
using Microsoft Office Suite.
4. One year of experience supervising federal, state, or local
government programs.
