Main Purpose of Job

This position is to serve as the Contract Manager for the Baltimore City Office of Child Support Administration (BCOCS) Privatization contract. The position is also responsible for contract compliance and performance. Participating in decision-making about modifying the existing Privatization contract, including budget modifications. Participating in planning and coordinating activities necessary for the implementation of the contract. Supervising the planning, development, implementation, and management of new Request for Proposal (RFP). Supervising the Outreach Participating in meetings on goal setting with Cooperative Reimbursement Agencies (CRA) that provide child support services to BCOCS. Participating in meetings with other government agencies that provide support services to BCOCS. Developing and managing service contracts that provide necessary support services to the Baltimore City Office of Child Support. Participating in monitoring compliance with contract requirements and any necessary corrective action plans. Identifying and securing resources necessary for implementation of new contracts. Providing technical support to the contractor; and Developing corrective action plans. Analyzes child support legislation, regulations, policy and makes recommendations. 

POSITION DUTIES

  • Serves as Contract Manager which includes, but not limited to monitoring contractor expenditure reports and reconciling the invoices; monitoring the contractor's performance and ensuring goals and deliverables are met and met timely; conducting site visits/ walkthrough at BCOCS offices as well as their Child Support First locations; and ensuring the contractor's compliance with the technical requirements of the contract. 

  • Designs and develops Requests for Proposal (RFP), Invitations for Bid (IFB), or other solicitations as needed and ensure that each plan (to include RFPs and other solicitations) for a contract is designed, developed, and implemented in accordance with all applicable policies, rules and regulations. 

  • Develops and implement corrective action procedures by notifying the Contractor of deficiencies, requiring the submission of a corrective action plan (CAP), and following up the ensure actions taken resolve identified deficiencies. 

  • Supervises, motivates, develops, and evaluates staff to reinforce staff knowledge of new and existing policies and procedures to ensure optimum individual and unit performance according to Federal, State, local laws, policies and procedures.

MINIMUM QUALIFICATIONS

Experience: Eight years of experience, four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations for the required experience.

2. Candidates may substitute graduate level education at an accredited college or university in a human services related field at the rate of 30 credit hours on a year-for-year basis for up to six years of the required experience.

3. Candidates may substitute U.S. Armed Forces military experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical and Office Services field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of experience creating expenditure reports.

One year of experience working with Microsoft Office Suite (Word and Excel).

One year of experience monitoring service contract compliance and performance.

Six months of supervisory experience.

Strong written and oral communication skills.

Demonstrates skills in effective time management, priority setting, multi-tasking, problem solving, and critical thinking.

Personal Leave- new State employees are awarded six (6) personnel days annually (prorated based on start date). 
Annual Leave – ten (10) days of accumulated annual leave per year.
Sick Leave – fifteen (15) days of accumulated sick leave per year.
Parental Leave – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
Holidays – State employees also celebrate at least twelve (12) holiday per year.
Pension – State employees earn credits towards a retirement pension.
Positions may be eligible for telework.
