Main Purpose of Job

The main purpose of the position is to provide managerial-level supervision to the Family Investment Administration’s (FIA) Bureau of Quality Control’s (BQC) Management Evaluation Unit. This position has the responsibility for managerial-level oversight and providing operational assistance to the Director and Assistant Director of BQC with the implementation and evaluation of key components in programs that FIA administers. The position provides management information to FIA staff at the DHS Central Office and the Local Departments of Social Services (LDSS), by providing administrative and managerial oversight of program audits. This position is responsible for overseeing the production and ensuring quality and timeliness for eligibility. This position is responsible for overseeing monthly monitoring of Overpayment Claims, PARIS matches, National and State New Hire Alerts, SVES Prison Match, and Child Support 956 & 957 alerts. This position is responsible for providing oversight for the Supplemental Nutrition Assistance Program (SNAP) Management Evaluation and Temporary Cash Assistance (TCA) program monthly reviews. 

POSITION DUTIES

  • Ensure quality and timeliness for completion of Management Evaluation Reviews. 
  • Supervise a unit of up to ten Human Service Specialists IV and manage the associated field audits. 
  • Plan, conduct, supervise, and assist with assigned special projects. 
  • Corrective actions and improvements in policy, systems, and office procedures based on audit findings.

MINIMUM QUALIFICATIONS

Experience: Eight years of experience, four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations for the required experience.

2. Candidates may substitute graduate level education at an accredited college or university in a human services related field at the rate of 30 credit hours on a year-for-year basis for up to six years of the required experience.

3. Candidates may substitute U.S. Armed Forces military experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical and Office Services field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of experience utilizing Google Workspace, Microsoft Office Suite, and Adobe Acrobat.

One year of experience preparing clear, accurate, and detailed reports.

One year of experience developing administrative procedures and evaluating efficiency and effectiveness for Family Investment Administration Programs.

EXAMINATION PROCESS

Personal Leave- new State employees are awarded six (6) personnel days annually (prorated based on start date). 
Annual Leave – ten (10) days of accumulated annual leave per year.
Sick Leave – fifteen (15) days of accumulated sick leave per year.
Parental Leave – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
Holidays – State employees also celebrate at least twelve (12) holiday per year.
Pension – State employees earn credits towards a retirement pension.
