Introduction


The Maryland Department of Labor Veterans Program is looking for an energetic Disabled Veterans Outreach Program / Local Veterans Employment Representative veteran who’s committed to assisting veterans and veteran spouses with qualifying employment barriers (QEB) visiting the American Job Center. The ideal candidate will have experience in case managing veterans and veteran spouses with their employment and training goals and objectives. Additionally, the candidate will have some experience advocating veteran and veteran spouse employment with businesses in the community. The ideal candidate should have the ability to work independently and as part of a team to locate and provide assistance and resources to veterans and eligible veteran spouses with qualifying employment barriers.

Main Purpose of Job

To work with eligible veterans, and other eligible persons who have significant barriers to employment (SBE) to resolve their employment needs. Conduct outreach and provide business services to employers.

POSITION DUTIES

Provides intensive services to eligible veterans, and eligible spouses as defined in title 38 united states code (USC), paragraph 4103a(a). The goal is to assist eligible veterans and spouses to obtain or retain employment leading to self-sufficiency. In addition eligible veterans and eligible spouses must meet the definition of an individual with a qualifying employment barrier (QEB), or are members of a veteran population identified by the secretary under title 38 U.S.C. 4103a(a)(1)(c)As eligible for DVOP services, as explained in separate guidance from DOL.
  • Provides services to job seekers by assessing their skills, and needs using the automated system to complete, review, and update customer registration.
  • Identifying potential job matches of job seeker skills with job qualifications. 
  • Refer qualified job seekers to job openings by utilizing the automated system.
  • Sharing labor market information with customers to enable informed decisions on labor trends and economic conditions.

Represent the Division of Workforce Development and Adult Learning by planning and coordinating with unions, apprenticeship programs and businesses to promote and secure employment and training programs.

Engage with state and local business services entities by attending meetings with agency representatives and employers to provide any staffing and information services necessary to assist new and existing businesses, and to promote veteran employment.
  • Conducting employer outreach through telephone calls, emails, and site visits.
  • Disseminating labor market information to businesses to enable informed decisions on labor trends and economic conditions by using appropriate resource materials and automated systems
  • Promoting agency services, job fairs, compliance with Federal Contractor Job Listings (FCJL), federal and state veterans' incentive training programs, and positive recruitment efforts to develop entry level employment opportunities for eligible veterans and other eligible persons.
  • Promoting credentialing, and licensing opportunities for veterans. 

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of case management experience in the field of workforce development delivering a wide range of career services to special and targeted populations of job seekers. Case management duties are defined as taking job orders, conducting job-ready interviews, registering job applicants, verifying job referrals, conducting vocational placements, performing unemployment adjudications or appraising job applicants for employability.

Notes: 
1. Candidates may substitute education at an accredited college or university, at the rate of thirty credit hours each year of the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer with active-duty military recruiting experience or career counseling experience on a year-by-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One (1) year of experience providing case management to veterans.

Candidates must meet one of the following DVOP preference criteria for selection:
1.) Qualified service connected disabled veteran:
2.) Qualified eligible veterans; and
3.) Qualified eligible person (38 U.S.C. 4101(5)).

**If you have a Veterans Administration Letter of Disability Rating dated within the last six months please attach it to this application in order to receive Two (2) years Veteran Workforce Development Program experience credit.

DESIRED OR PREFERRED QUALIFICATIONS

The following qualification is preferred, not required. However, if you have this experience it must be detailed in the job duty section on your application.
  • One (1) year of professional resume writing and reviewing experience
  • One (1) year of experience using Microsoft Office Suite, Google Suite and/or Smartsheet
  • Business outreach experience

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (MDOL/DUI) to determine whether any monies are owed to MDOL/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Leave Benefits

Our generous leave package for permanent State employees includes from ten to 25 days of annual (vacation) leave per year, depending on seniority, as well as six personal days each calendar year. In addition, the State offers eleven paid holidays and fifteen days of sick leave per year.

Flexible Work Schedules​

Employees of the State of Maryland typically work a forty-hour work week. Many State agencies offer their employees flexible work schedules. The Teleworking Program enables eligible state employees to work at home, at a satellite office, or at a Telework Center.

Student Loan Forgiveness

Employees with the State of Maryland are eligible to participate in the Federal Public Service Loan Forgiveness Program. ​ Participants that meet all requirements may qualify for forgiveness on the remaining balance on his or her Direct Loans after making 120 qualifying monthly payments under a qualifying repayment plan while working full-time in a qualifying public service position.  ​

Free Mass Transit Benefit​

Permanent State employees are entitled to use the Baltimore Light Rail, the Baltimore Metro Subway, the Baltimore Bus Service (Local Bus Service and Express Bus Service), as well as the following Baltimore Region Commuter Bus Routes:

There is no charge to the permanent State employee with a valid State ID card. This benefit can be used any time of the day or evening, including weekends. The Free Mass Transit Benefit does not include MARC trains, commuter buses that serve Washington, D.C., or any special event buses.
