Introduction

The Maryland Department of Labor, Division of Workforce Development and Adult Learning (DWDAL) is accepting applications from qualified candidates for Workforce Development Specialist Supervisor to function as a  Regional Local Veteran Employment Representative.  

Please be advised that frequent travel may be required, and a State vehicle may not always be available. Reimbursement for use of a personal vehicle will apply according to the State travel policy.

Main Purpose of Job

This position serves as first-line supervisor of the veteran program professional staff in a complex, multi-county territory work area. It is responsible for the management, supervision, training, and facilitation of employment services and programs for veterans within a designated region. The Incumbent will represent the Division through contact with the business community to promote the advantages of hiring veterans.

POSITION DUTIES

Provides services to businesses to fill their personnel needs. 
Provides services to eligible veterans and eligible persons as specified in Title 38 United States Code (USC), Chapter 41 to expedite their entry into employment. 

Maintains regular contact with community leaders, labor unions,training providers, and veterans' organizations for the purpose of keeping them advised of eligible veterans available for employment, training, and apprenticeship programs through personal contact and various types of verbal (including group presentations) and written communication.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.  

Experience: Five years of case management experience in the field of workforce development, delivering a wide range of career services to special and targeted populations of job seekers, conducting interviews with persons seeking employment and providing assistance to employers need qualified personnel to fill vacancies.  One year of experience must include supervising employees. Case management duties are defined as taking job orders, conducting job-ready interviews, registering job applicants, verifying job referrals, conducting vocational placements, performing unemployment adjudications or appraising job applicants for employability.

Notes:

1. Candidates may substitute education at an accredited college or university, at the rate of thirty credit hours for each year up to two years of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer with active-duty military recruiting experience or career counseling experience on a year-by-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Applicants must meet this selective qualification to be considered.  Include clear and specific information on your application regarding your qualifications.

Candidates must meet one of the following DVOP preference criteria for selection:
1.) qualified service-connected disabled veterans
2.) qualified eligible veterans
3.) qualified eligible person {38 U.S.C. 4101(5)}.  
All applicants must submit a Veterans Administration Letter of Disability Rating dated within the last six months. 

Two(2) years of Business outreach or engagement experience

DESIRED OR PREFERRED QUALIFICATIONS

The following qualification is preferred, not required. However, if you have this experience it must be detailed in the job duty section on your application.
Two (2) years Training & facilitation experience
Knowledge of Labor Market Information
Knowledge of title 38 U.S.C. chapter 41

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment

Leave Benefits

Our generous leave package for permanent State employees includes from ten to 25 days of annual (vacation) leave per year, depending on seniority, as well as six personal days each calendar year. In addition, the State offers eleven paid holidays and fifteen days of sick leave per year.

We also offer paid parental leave to eligible permanent State employees to care for and nurture children within 6 months of birth or within 6 months of an adoption of a child under 6 years of age.

Retirement Benefits​

Maryland State employees are eligible for participation in a contributory defined benefit pension plan in which they are vested after ten years. Flexible Work Schedules​

Employees of the State of Maryland typically work a forty-hour work week. Many State agencies offer their employees flexible work schedules. The Teleworking Program enables eligible state employees to work at home, at a satellite office, or at a Telework Center.

Student Loan Forgiveness

Employees with the State of Maryland are eligible to participate in the Federal Public Service Loan Forgiveness Program. ​ Participants that meet all requirements may qualify for forgiveness on the remaining balance on his or her Direct Loans after making 120 qualifying monthly payments under a qualifying repayment plan while working full-time in a qualifying public service position.  ​

​Free Mass Transit Benefit​

Permanent State employees are entitled to use the Baltimore Light Rail, the Baltimore Metro Subway, the Baltimore Bus Service (Local Bus Service and Express Bus Service), as well as the following Baltimore Region Commuter Bus Routes:

There is no charge to the permanent State employee with a valid State ID card. This benefit can be used any time of the day or evening, including weekends. The Free Mass Transit Benefit does not include MARC trains, commuter buses that serve Washington, D.C., or any special event buses. 

Health Coverage
