Main Purpose of Job

This position functions as the Manager, Continuum of Care and Projects for Assistance in Transition from Homelessness and serves as a part of the leadership/managerial team at the Behavioral Health Administration (BHA) supervising the Continuum of Care (CoC) team. This position facilitates the development of quality, affordable housing opportunities and evidence-based programs and services that are responsive to the needs and preferences of recipients of behavioral health services within the least restrictive setting possible by providing leadership and direction to the day-to-day operation of the BHA’s Continuum of Care (CoC) Housing Program and supervises and manages the day-to-day operation of the statewide Projects in Assistance to Transition from Homelessness (PATH) formula grant program.

This position works collaboratively with state and federal agencies, local Continuum of Cares, housing authorities, Local Behavioral Health Authorities (LBHA), Core Service Agencies (CSA), stakeholders and advocacy organizations to participate in the planning, developing, monitoring, managing, and implementing the Continuum of Care (CoC) Housing Program and the Projects for Assistance in Transition from Homelessness (PATH) Grants. The position provides day to day oversight for housing and homeless supports, initiatives, and grants totaling more than $7,000,000 in federal grant funds (CoC), and PATH).

Housing is widely viewed as a social determinant of health and is integral to the recovery of individuals who have substance related and/or psychiatric disorders. In recognition that housing is a conduit to health and recovery for individuals with behavioral health disorders and that health and recovery are foundational elements in BHA’s mission, this position is a catalyst for housing and recovery support evidence-based and promising practices and remains critical to the fulfillment of the agency mission.

This position is eligible for hybrid telework which is subject to change as necessitated by operations and customer-focused demands.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.

Experience: Six (6) years professional experience in health services, three (3) years must have been in Mental Health professional work related to treatment and development of mentally ill patients and three (3)  years must have been at the managerial or supervisory level.

Notes1. Candidates may substitute the possession of a Master’s degree or a Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience.

2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess:
1) experience monitoring compliance with program and reporting guidelines;
2) exposure to federal grants compliance and monitoring;
3) knowledge of and/or experience with Maryland's Public Behavioral Health System;
4) experience working with multiple stakeholders in local communities to identify housing and housing resources for individuals.
