Main Purpose of Job
The Department of Natural Resources, Fishing and Boating Services is currently accepting applications for a Long Term Contractual Administrative Specialist I/Reporting Assistant. The main office is located at 580 Taylor Ave., Annapolis, MD 21401, with an option for partial telework.
The main purpose of this position is to support the Commercial Harvest Reporting Group and the Permit and Quota Monitoring Program, within the Unit’s Fisheries Data Management and Quota Monitoring Division. The position will also provide assistance with customer service, database
management, the E-Reporting with FACTS electronic harvest reporting program, and the receipt, computer entry, and organization of commercial fishing reports. The work will involve entering harvest and quota information into computer software programs, accessing a web-based harvest reporting system, providing recruiting and training support, interaction with commercial harvesters over the phone and in person, distribution/collection of fishery-specific permits and materials (harvest tags), in-state travel for seasonal projects, sorting and organizing large
quantities of mail, and filing.
Primary duties for this position are divided equally between performing commercial harvest reporting data management (electronic and paper reports) and providing permitted species (quota monitoring) support. They include, but are not limited to: data entry using computer software; basic data manipulation using spreadsheets and other database software; conducting quality control checks on computer data files; physical inventory of permitted species materials; opening, sorting and time-stamping mail; filing, moving boxes and retrieving archived files from remote storage facilities; and any other duties that may be necessary as required.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six months of experience performing administrative staff, clerical, clerical technical, or secretarial work.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications:
1. Experience in customer service.
2. Experience using database software programs.
3. Familiarity of Maryland's commercial fisheries and experience with data management.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
