Introduction

The Maryland Department of Agriculture is a department under Maryland's Executive Branch.  Formed in 1972 by the Maryland General Assembly to address the agriculture needs for the State of Maryland, the Department oversees and serves as a regulatory body for animal health , consumer services to include marketing and lab services, plant and pest management and resource conservation.  As the number one industry in Maryland, the diversity of agriculture programs in the State continue to expand and grow.

The Mosquito Control Section provides a direct service to approximately 2,100 communities in 16 Maryland counties. The primary goal of this program is to prevent the occurrence of mosquito-borne disease in humans, pets and livestock. Mosquito control is an economic necessity in some parts of Maryland dependent on outdoor tourism during the summer. The program relies on surveys and monitoring of the larval and adult mosquito populations to coordinate control activities. Control techniques include breeding source reduction, public education, biological control and insecticide applications from aircraft or ground equipment.

Main Purpose of Job

The primary purpose of this position is to perform high level administrative and office managerial duties. This position provides administrative support in 3 counties by implementing the Mosquito Control Program in the State of Maryland. Provides assistance to high-level County administrators in the formulation and preparation of their agency's budgets. This work requires a high level of proficiency in budget experience along with a computer knowledge and a variety of computer software programs. Assists in the planning of new or revised programs, procedures, and practices with each locality's administration. Possesses a working knowledge of personnel and procurement procedures and regulations is required. Also, with a high level of initiative and the ability to work independently on complex administrative tasks is essential. This position provides office management and independent coordination of administrative functions associated with the Maryland Department of Agriculture and the College Park Mosquito Control Office.

POSITION DUTIES

Correspondence and data management with reports, budgets, working with the Department of Health, County Commissioners, Finance Directors, for over 200 individual communities and invoicing on average 85 entities throughout the Central Maryland region.

Tracks all expenses and coordinate billing for 3 counties, 200 communities and 50 entities that are part of the adulticide spray program and approximately 40 communities that are billed independently and are part of the larvicide program.

Monitors community budgets, expenditures workflow, and resident's expectations. Provides status reports of budgets and expenditures to the Administrator, Program Supervisors, and locality administrations. At the end of the year, these expenses must be incorporated into accurate and complete bills for each of those municipalities.

Manages the hiring of 6 seasonal contractual employees each year. Manages the job advertisement, schedules interviews, serves on interview panels, assist with the selection process, and writes contracts for new and returning employees. 

Reviews and edits daily work reports from mosquito control technicians. Manages filing system to provide easy access and retrieval of information through the organization and maintaining the system according to MDA record procedures.  

Timekeeper duties that includes entering and /or confirming hours worked by contractual staff are accurate on their individual timesheets prior to approval. 

Responds to high volume phone calls during the control season (March through October) at the College Park Regional Office by providing comprehensive knowledge of laws governing Mosquito Control Section in Maryland, provide information on how individuals can participate, and resolve any issues or complaints.  

Maintain inventories of parts, supplies, insecticides and equipment necessary for the operation of the College Park Regional Office by following the ordering and procurement procedures set forth by MDA and DBM to ensure that the necessary resource material is always available. 

Coordinates and supervises the maintenance and retrieval of public and confidential records. These include items such as County/Community cooperative agreements, pesticide exemptions and exclusions for medical reasons. air spray records, spray routes and insecticide application records.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience performing administrative staff, clerical, clerical technical, or secretarial work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.
