The Department has an immediate opening for an Administrative Specialist, H.R. Liaison within the Division of Credit Assurance (DCA). The Division of Credit Assurance manages the Departments' Single-Family, Multifamily and Business loan portfolios and implements the Department's Maryland Housing Fund Mortgage Insurance and Loan Guaranty.
The DCA HR Liaison is responsible for coordinating all personnel matters for DCA, which has over 50 employees. This includes coordinating hiring freeze exceptions, recruitment and hiring of new employees, conversion of employee on-boarding, maintain employee forms and assist employees with HR Related matters. This position also supports DCA with mail distribution, file room management, metric collection and serves as a backup to the other Administrative staff and the Special Assistant to the DCA Director.

LOCATION OF POSITION
7800 Harkins Road Lanham, MD 20706.
The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.
POSITION DUTIES
The main purpose of this position is to support DCA (Division of Credit Assurance) with the administrative duties associated with the recruitment of personnel, the distribution of human resource (HR) related updates and to advise employees regarding HR related matters. This position will assist with preparation of recruitment documents, schedule interviews, validate references, assist staff with preparation of forms, expense reimbursements and Workday matters.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: One year of experience performing administrative staff, clerical, clerical technical, or secretarial work.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Experience with processing Recruitment actions
(eg. gathering documentation from managers to initiate recruitments, scheduling
interviews, preparing candidate selection paperwork for approval, providing
status updates on recruitment actions to HR and leadership etc.)
- Experience with data reporting and coordination regarding
performance evaluations (eg. gathering performance evaluations from managers,
reviewing evaluations for accuracy, passing evaluations on to HR, identifying
and expediting completion of missing evaluations, etc.)
- Experience procuring goods and services or interacting with a
Procurement officer to procure goods and/or services (eg. placing orders,
reconciling corporate card accounts, providing documentation for purchases
etc.)
SPECIAL REQUIREMENTS
Candidates may be responsible for providing their own transportation as needed to access meetings, remote locations, and job destinations as assigned.
