Main Purpose of Job

The goal of this position is to create and lead process improvement projects that address operational or program difficulties identified by the leadership team. This includes conducting a thorough assessment of the challenge, developing deliverables that are responsive to that assessment, coordinating and collaborating with executive and program staff to finalize those deliverables, and implementing the improvement through staff training, communication strategies, and ongoing technical assistance. Second, the incumbent is in charge of assessing and preparing performance statistics for departmental programs and operations so that the executive team can make informed decisions about resource deployment, program enhancement, and operational procedures. This includes devising analysis methodologies, automating reports, developing methods for faster and more accurate data collecting, and offering suggestions to the Executive Director.

POSITION DUTIES

  • Conducts record reviews to ensure program compliance and accumulates relevant data. Creates and implements statistical reports, standard operating procedures, and program report cards.
  • Leads projects to remove waste, decrease errors, and implement modern business practices throughout the agency. Diagnoses operational issues and suggests new rules, processes, data gathering, personnel, and training methods. The incumbent oversees process improvement initiatives from inception to implementation, requiring communication and cooperation with program managers, Deputy Directors, and Executive Director. Ensures staff accurately interpret and apply state and federal regulations affecting child welfare service delivery.
  • Responsible for establishing and implementing performance measurement systems. This involves automating reports, visualizing data with business intelligence tools, analyzing large longitudinal data sets, developing data collection and analysis tools, producing summary performance reports, and presenting findings and recommendations to the executive team.

MINIMUM QUALIFICATIONS

Experience: Eight years of experience, four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations for the required experience.

2. Candidates may substitute graduate level education at an accredited college or university in a human services related field at the rate of 30 credit hours per year for up to six years of the required experience.

3. Candidates may substitute U.S. Armed Forces military experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical and Office Services field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of experience working with Maryland Department of Human Services or another human services organization.
One year of experience writing reports.
One year of experience utilizing Microsoft Word, Excel, Google Docs, Google Forms, and Google Sheets.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
