The Environmental Compliance Specialist (ECS) Supervisor is responsible for overseeing the Lead Poisoning Prevention Program, and Land and Materials Administration of the Maryland Department of the Environment. The incumbent in this position is the Section Head of the Southeast Statewide within the Lead Compliance & Enforcement Division(C&E).  The incumbent supervises several, Environmental Compliance Specialists (ECS),  with the main purpose of ensuring compliance with and enforcement of State and federal environmental laws and regulations.  The ECSS's main function is to meet compliance-related goals and objectives under the plan designated by the Governor’s initiative  for the Lead Poisoning Prevention Program and ‘managing for results".

The working conditions of the position are as follows:

• Work may involve exposure to uncomfortable or unpleasant surroundings when inspecting construction sites or other facilities in neighborhoods with high crime rates and deteriorated conditions. 
• Work involves exposure to hazardous conditions which may result in injury. Work may involve inspecting construction sites where scaffolding or other hazards are present from falling objects, or chemicals burn to the eyes or skin. 
• Work involves special physical demands such as lifting 50 pounds or more, climbing ladders, etc. Although unlikely as a supervisor, the position may have occasion to visit a construction site and may have to climb a ladder to make a close inspection of a work area.
• Work requires the use of protective equipment such as goggles, gloves, masks, etc.

The incumbent in this position will be required to drive a State vehicle.  If you maintain an out-of-state driving license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment.  Individuals must maintain a driver's license with no more than 5 points on their driving record to drive a State vehicle.

Experience: Eight years of experience performing environmental regulatory compliance work in the areas of water pollution control; sediment and erosion control; tidal and non-tidal wetlands; flood control and waterway construction; storm water management; coal, non-coal and surface mining; air quality and air management control; solid waste management; hazardous waste control; and oil pollution control.

Notes:

1. Candidates may substitute sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of disciples such as earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline and two years of experience performing environmental regulatory inspection or investigation work related to State, federal or local regulation, code or standard compliance for four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline and four years of experience performing environmental regulatory compliance work in more than one of the following areas: water pollution control; sediment and erosion control; tidal and non-tidal wetlands; flood control and waterway construction; storm water management; coal, non-coal and surface mining; air quality and air management control; solid waste management; hazardous waste control; and oil pollution control for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required experience.

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area.

The Maryland Department of the Environment has determined that this classification necessitates the investigation and background check of the eligible individual for purposes of verification of suitability for employment.  When appropriate and job-related, areas of investigation may include, but are not limited to employment history, academic credentials, military records, criminal records and personal references.  Continued employment in this position will be contingent upon the results of the background investigation.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).

ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.

SICK LEAVE – fifteen (15) days of accumulated sick leave per year.

PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
