Main Purpose of Job

The purpose of this position is to function as an Intergovernmental Liaison Specialist to facilitate the efforts of the out-of-state and foreign child support agencies attempting to secure services (Paternity, Establishment, Enforcement, Location) in Maryland. This position interprets intergovernmental policies and procedures to provide clarification to our customers. Also it plans, coordinates and manages the processing of IV-D referrals for all 24 Local Offices in accordance with the Uniform Interstate Family Support Act (UIFSA), Code of Federal Regulations (CFR 303.7) and Maryland Family Law Articles policies. In addition it provides correct and accurate information to mediate and resolve intergovernmental case processing issues.

POSITION DUTIES

  • Manages the processing of the Child Support Intergovernmental IV-D case Referrals Uniform Interstate Family Support Act (UIFSA Actions) to determine the appropriate action being requested, verifies mandatory documentation needed to process the request, and validates the local jurisdiction assigned to process the request using UIFSA policy, UIFSA Matrix, Child Support Management System(CSMS), and the United States Postal Service programs and all available State Parent Locator resources if applicable in accordance with 45 CFR Ch III § 303.7 (10 working days) and office work procedures.
  • Manages the process for paternity determination. This is to be established for all children associated on all new responding Uniform Interstate Family Support Act (UIFSA) cases by using all documents provided in UIFSA packet, the paternity matrix, and office work procedures.
  • Manages the processing of the Intergovernmental Child Support Enforcement Transmittal.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Experience: Seven years of experience, three years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations for the required experience.

2. Candidates may substitute graduate level education at an accredited college or university in a human services related field at the rate of 30 credit hours per year for up to six years of the required experience.

3. Candidates may substitute U.S. Armed Forces military experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical and Office Services field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of experience working with Intergovernmental cases.

Two years of experience with the Title IV-D Child Support Program.

One year of experience working with Child Support Management System (CSMS).

Strong problem solving, written and oral communication skills.

Strong time management skills demonstrating flexibility with prioritizing and multi-tasking effectively in a busy environment. 

Experience with Microsoft Word, Excel, and PowerPoint.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
