Main Purpose of Job

This position functions as the Facilities Building Manager for an assigned building within the region. The Building Manager will assist the Regional Manager in implementing of budgetary items to be purchased, preparing maintenance contract specifications, preparing various reports/documents, monitoring the building maintenance operations, assisting in the interviewing and hiring procedures, supervising lower-level maintenance and administrative employees, evaluating employee’s performance and establishing new operating methods for maintenance.

This is an Emergency Essential position subject to emergency release procedures.
Employees in this position must be willing and available for duty at all hours, day or night, and are required to remain or report for duty at all hours as needed to maintain the continuous operation of this agency.

If you are the selected candidate for this position, you will be required to complete a Pre-Employment Physical, which will assess your ability to safely perform the essential functions of this position.

POSITION DUTIES

Duties for this position include but are not limited to:

· Organizes, schedules and coordinates the technical maintenance work and installation service rendered by skilled, semi-skilled and unskilled employees. Prepare performance appraisals for employees in a timely manner.

· Responds to routine requests, concerns or problems regarding building tenants. Assists and supervises DGS maintenance staff. Assists tenants, judges, and emergency personnel when emergencies occur during normal operating hours. Responds to after hour emergency services, such as waterline breaks, building equipment failures or breakdowns, snow removal, etc.

·Monitors gauges and panels for HVAC system and various equipment; makes temperature checks and adjust thermostats accordingly. Startsoperates, and makes necessary output adjustments necessary, to chillers, boilers and other electronic equipment. Records daily fuel consumption and electrical readings.

· Assists in the preparation of contractual specifications for construction projects, or interior/exterior repairs, throughout the facility that are performed by contractors and State employees.

·Enforceall building operations policies, procedures, and regulations to promote an effective building operation.

·Drives State vehicles to pick-up and deliver materials as needed. 

·Performs other duties and responsibilities as required, that enable DGS to fulfill its mission of providing and maintaining buildings that are safe, secure and operationally efficient.

MINIMUM QUALIFICATIONS

Education: Eighth grade.

Experience: Six years experience in building maintenance or building construction trades including five years of responsibility assigning, reviewing and approving the work of others and disciplining, evaluating the performance of, and recommending the hiring, firing and promoting of others.

Note: Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non-commissioned officer in utilities classifications or mechanical maintenance specialty codes in the utility systems repair field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s).
Include clear and specific information on your application regarding all qualifications.
● Experience in building management, with direct responsibility for overseeing building operations and maintenance of a commercial building.
● Experience purchasing budgetary items and preparing maintenance contract specifications.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring authority to select employees for interviews.  Eligible lists may be used to fill future vacancies of the same classification.

Please note, selected candidates may be required to complete and successfully pass a State and Federal fingerprint background check prior to being hired.
