Main Purpose of Job

This position serves as the manager for the Developmental Disabilities Forensic Unit for the Office of Court Ordered Evaluations and Placements.  This position manages the evaluation process for individuals with intellectual disability and who are court involved.   This position serves as the liaison to the Maryland Judiciary on all issues regarding the competency and criminal responsibility evaluation process. Incumbent serves as the single point of contact for internal and external stakeholders in regard to coordination of services to divert unnecessary admissions to the MDH health care system.

This position functions as a Social Work Program Administrator and provides professional, licensed forensic clinical, case management and attainment services to individuals who have been found not criminally responsible (NCR) or incompetent to stand trial (IST) by the Maryland Courts pursuant to Criminal Procedure Title Three, under the supervision of the Maryland Department of Health.

A significant function of this position is to provide intensive case management services to individuals who have an intellectual disability, a diagnosed mental illness and/or a substance use disorder and are court involved. This position specializes in residential and inpatient admission diversion to assist forensic individuals to remain safely in the community. This position provides competency attainment services to individuals in the MDH healthcare system as required by statute. These functions are fulfilled by delivering services that are clinically appropriate and consistent with recognized social work standards of practice and the statutory requirements.

This position supports the mission of MDH by assisting court involved individuals with intellectual disability and co-occurring disorders to reside in the least restrictive level of care. This position also fulfills the statutory requirement of providing competency attainment services. 

MINIMUM QUALIFICATIONS

Education:   Determined by the Maryland State Board of Social Work Examiners under the licensing requirements for Social Workers.

Experience:  Six years experience rendering clinical social work services in a health care or treatment setting subsequent to the receipt of an approved Master’s degree in Social Work from an accredited college or university.  At least two years of the experience must have involved directing a clinical services program or unit or supervising Social Workers with Master degrees.

Note: Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Social Work classifications or Social Work specialty codes in the Social Science, Psychology, and Welfare field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:

  • Certification by the MD Board of Social Work Examiners in Social Work Supervision;
  • License must be active and in good standing with no current disciplinary action;
  • Experience as a Social Work working in inpatient psychiatric hospitals and/or forensic settings; and,
  • Experience as a Social Worker working with individuals with developmental disabilities and/or serious mental illness.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates must be licensed as a Certified Social Worker-Clinical by the Maryland State Board of Social Work Examiners prior to appointment to a position in State service. Applicants who do not have the license may also apply pending receipt of the required license. When the license is obtained, submit a copy to the Maryland Department of Health Testing Unit.  A copy of your license or license number must accompany your application.

2. Candidates appointed to positions in this classification may be assigned duties which require the operation of an automobile. Employees assigned such duties will be required to possess an appropriate operator's license valid in the State of Maryland.
