Main Purpose of Job

The main purpose of this position is to function as a Program Manager for the Extended Hours Program, which oversees all after hours calls and reports, and investigative and case management responses for Baltimore City Child Protective, Adult Protective, Adult Guardianship, Out-of-Home Placement, Family Preservation, and Resource Homes Services. The program is responsible for monitoring the statewide Hotline during non-traditional business hours. This position ensures the safety of vulnerable adults, children and foster youth in Baltimore City and the delivery of quality services for adults, children and families. This position is required to work non-traditional hours, as Extended Hours operates from 3:00 PM to 7:30 A.M., Monday through Friday, weekends, and holidays (24-hours/day, 7 days per week). The incumbent would need to be available via telephone or in person for emergency situations in Extended Hours outside of the regular office hours.

POSITION DUTIES

  • Expert knowledge of federal, State and City policies/regulations that affect Child Protective Services, Adult Protective Services, Adult Guardianship and Out-of-Home Placement. 
  • Interprets policies, rules and procedures to ensure that the safety and welfare of children and adults are maintained. 
  • Advises changes to policy and procedures; reviews and prepares written responses in regard to program's polices, regulations, procedures and proposed legislation; oversees cases, analyzes data for the Program, creates strategies and action plans. 
  • Manages the Extended Hours Program, manages and provides direction and administrative oversight to Unit Manager and supervisors.
  • Directs the quality and timeliness of services rendered to adults, children and families including statewide calls that are received during non-traditional office hours (3:00 PM- 7:30 AM), Monday through Fridays, weekends, and holidays (24-hours/day, 7 days per week).
  • Analyzes data for the Program, to ensure that mandated processes and procedures are executed within established timelines for the LJ Decree, State and Federal measures.
  • At all times, the incumbent will provide customer service to both internal and external customers that meet or exceed the standards set by the Department.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in social work from an accredited college or university approved by the Council on Social Work Education.

Experience: Seven years of professional experience in a social work capacity in a public or private agency or institution, six years must have been in an administrative, supervisory or consultative capacity.

1. These requirements are established by the Social Services Administration by authority provided in Human Services Article 4-204 the Annotated Code of Maryland and the Maryland Department of Budget and Management, Office of Personnel Services and Benefits, does not have authority to accept substitutions or equivalents.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Social Work classifications or Social Work specialty codes in the Social Science, Psychology, and Welfare field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Four years of experience working in Child Welfare Programs.

2. Six years of experience leading and coaching staff.

3. Three years of experience analyzing and interpreting data.

4. Three years of experience working with Maryland State codes and regulations.

LIMITATIONS ON SELECTION

Candidate must be willing to work non-traditional hours to include overnight and weekends in Baltimore City.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must be licensed by the Maryland Board of Social Work Examiners prior to appointment.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operator’s license valid in the State of Maryland.

  •        Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
  •        Annual Leave - ten (10) days of accumulated annual leave per year.
  •        Sick Leave - fifteen (15) days of accumulated sick leave per year.
