Main Purpose of Job

This position within the Division is responsible for processing requests for copies of Maryland State Police Incident Reports following the Public Information Act to legally entitled parties. This position processes requests for copies of reports maintained in the repository. To help the general public with questions about the availability of motor vehicle crash reports, photographs and other related documents via telephone or in-person requests. This position receives requests via mail, telephone, on-line or walk-ins. This position may also assist the Accident Reporting Section Supervisor with the quality control of the crash reports within the Automated Crash Reporting System (ACRS). This position is responsible for ACRS quality control, including but not limited to checking to see if blood alcohol concentrations (BACs) have been correctly added to the appropriate ACRS report by checking report numbers and “Off Road” entries. This position performs Uniform Crime Reporting (UCR duties within the Incident Reporting Section as well as perform assigned duties. This position also assists with forwarding reviewed UCR reports to the National UCR Program administered by the Federal Bureau of Investigation. This position reviews UCR reports for reasonableness and any errors that have to be addressed by the UCR Contributors (i.e., police agencies).

POSITION DUTIES

Evaluates Public Information Act requests for Maryland State Police Reports, (i.e., Investigation Reports, Missing Person Reports, Vehicle Reports, Driving Under the Influence Reports). Obtains, analyzes and interprets data in order to apply rules, regulations and standards in accordance with laws (i.e., Public Information Act). This entails reviewing in accordance with SOP and appropriate laws prior to release. Determine and collect appropriate fees.

Determines release ability of reports in part or whole, deleting non-releasable portions of requested documents or recommend that the entire report be denied in accordance with SOP and appropriate laws.

Recommends and documents specific legal basis for denial of complete report for the Supervisor’s review and forwarding to the Director for final approval and release in accordance with SOP and appropriate laws.

Process all funds collected by the IR Section to ensure proper logging on appropriate form, review checks for correct information and forward to Division Secretary for deposit.

Perform other duties and responsibilities as required to fulfil job function or as assigned or requested by supervisory and command personnel.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience performing administrative staff, clerical, clerical technical, or secretarial work. 

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications 

1. Experience in communicating with internal and external customers, as as well as professional etiquette, oral and written communication skills.

2. Experience in Microsoft word, Microsoft Excel and Google Documents


LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties, which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland

SPECIAL REQUIREMENTS

Candidates may be responsible for providing their own transportation as needed to access meetings, remote locations, and job destinations as assigned.

 

In accordance with Section 2-204(b)(6) of the Public Safety Article, Candidates for position in this classification will be subject to an initial drug screening and a complete criminal background investigation to include a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

The selection process for this recruitment will involve a rating of the training and experience provided on the application. Applicants who meet the minimum qualifications will be placed on an eligible list in the BEST QUALIFIED, BETTER QUALIFIED, and QUALIFIED categories. The list will be used by the hiring manager to select the individual to fill this vacancy. The list will be valid for one year.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing.
